• demonstrate that the project is likely to be well underway within one year of receiving <br />an award. <br />Factor 3: Capacity and Organizational Experience of the Applicant and its Partners (20 <br />points). This factor examines the administrative capacity of the- applicant and its partners for <br />carrying out the proposed project. In preparing to meet this criterion, applicants should also <br />consider the extent to which they can demonstrate prior experience relevant to the proposed <br />program and success in meeting the goals of other self-sufficiency efforts. <br />Factor 4: Leveraging Resources (20 points). This factor addresses the commitment of public <br />and private resources that will support an applicant's project. Both cash funding and in-kind <br />contributions of services or personnel will be considered, however there is a minimum cash <br />match requirement of 50% (one local dollar for every two state dollars). In preparing to meet this <br />criterion, applicants should also consider the efficient use of funds, such as the ratio of families <br />served to funds committed. (Note that all proposals should estimate the number of persons to be <br />served by the program). <br />The applicant should identify support within the county from public, private, and non-profit <br />sector groups including the dedication of staff, funding, equipment, facilities and other resources <br />_ required for successful execution of the project. <br />Factor 5: Sustainability of the Project (20 points). This factor addresses the applicant's <br />strategy or transition plan to continue to move participants towazd self-sufficiency beyond the <br />conclusion of this project (e.g., homeownership or giving participants of this project priority for <br />Section 8 housing). Applicants should also address the potential for continuing the project <br />beyond the initial grant period. <br />6.
