2. DURATION OF PROGRAM <br />All funds provided by the state for carrying out the project must be expended by June 30`t', 2001. <br />3. ELIGIBILITY AND ELIGIBLE USES OF FUNDS <br />3.1. Eligible Primary Applicants <br />All counties in North Cazolina are eligible to submit proposals. Due to the eligibility <br />restrictions on TANF funds the County DSS offices will serve as the fiscal agents for all <br />proposals. The primary applicant can be the county government, the county DSS office, a <br />local public housing agency or nonprofit organizations (provided they have a 501 C3 tax <br />status) as long as the County DSS office acts as the fiscal agent. Subcontracting is allowable <br />and it is anticipated that the County DSS offices will subcontract with one or more of its <br />county partners to deliver programs and services. <br />In all cases, the proposals must include a letter of support from the county government and <br />from. all other organizations involved in the proposed activities. <br />Only one proposal per county may be submitted, thus all potential applicants should contact <br />their potential partners and notify the county manager eazly to avoid the development of <br />competing proposals. The County DSS office must be included as one of these partners. If <br />more than one proposal is received from any one county, the county government will be <br />asked to designate one proposal for submission. <br />Multi-county or regional proposals are also welcome; _but should. clearly designate the lead <br />partner, describe how activities will be coordinated among the partnering agencies, and <br />identify the tazget populations to be served by the project. A county participating in a <br />regional proposal may not also submit a sepazate proposal. <br />3.2. Eligibility Criteria for individuals to participate in county programs <br />Eligible families are defined consistent with North Carolina's definition for TANF-eligible <br />families, i.e., those earning up to 200% of the poverty level and who have left, are eligible <br />for, or have never received TANF benefits. In addition, participating families must be able to <br />account for at least 20 hours per week of work, job training, or other related activities <br />devoted to developing employment skills or finding work. <br />3.3. Eligible Uses of Funds <br />The focus of the proposals should be on the use of TANF funds. Applicants may choose to <br />outline CDBG-eligible projects in conjunction with their TANF housing proposal but are not <br />required to do so. Since CDBG and TANF funds can be used to support different types of <br />housing-related activities, the incorporation of both within a comprehensive Work First <br />housing strategy may enhance the strength of proposals. <br />2 <br />
