A process is needed to use existing funds, modify the current program to make it more practical, and develop new sources of revenue for recreation land and facilities. The Work Group recommends that Orange County and Carrboro develop plans to match payment -in -lieu dollars to date with parks bonds and other funding sources. With a method of pooling payment -in -lieu across jurisdictions currently unworkable, it is recommended that the current system of payments -in -lieu be kept. In Orange County's case, the County should explore modifications to the system to provide for a more - appropriate calculation of payment based on the developed property valuation. Finally, the Parks and Resource Lands Council should explore the establishment of a recreation impact fee or impact tax, along the Lines of existing legislation. If found prudent, a recommended impact fee/ tax program for recreation should be developed and forwarded to the local governments in Orange County for action. H. Address Existing Needs _Currently, countywide parkland needs are assessed in terms of types of parks (e.g. regional, community, neighborhood, etc). While additional work is needed in developing standards, it is possible to envision an overview of park needs based on population standards.
