Objectives of the Proposed Review Time Changes <br />Commission <br />• ANALYSIS - Allows thorough analysis of proposals without default approvals. <br />• CERTAIN MINOR SUBDIVISIONS - Discourages developers from seeking <br />minor subdivision approval in order to avoid major subdivision requirements. <br />• LESS CONTROVERSY - Increases probability that recommendations will <br />reach Commissioners without major controversy. <br />Planning Board <br />• IMPROVES PB /CC CONSENSUS - Eliminates recommendations going to <br />Board of Commissioners without. action or conditions. <br />• APPEALS - Specifies time limitations for filing appeals of Planning Board <br />decisions. <br />Staff Objectives <br />• COORDINATION - Allows all affected agencies sufficient time to review and <br />work with applicants to reach agreement on specific topics. <br />• DEFAULT APPROVALS - Eliminates default approvals on subdivisions where <br />agencies have yet to reach accord with developer on specific topics. <br />• DEADLINES Sets deadline for Informational Meetings in order to allow <br />sufficient time to prepare a concise staff report on proposals. <br />• MINOR VS MAJOR - Amends classification process to require major <br />subdivision review in cases of disagreement between staff and developers. <br />G : /robert/timeintn.doc /aug99 /rpd <br />
