Link, Jr., County Manager <br />FROM: Craig Benedict, Planning Director <br />DATE: August 27, 1999 <br />SUBJECT: Hillsborough Place <br />Hillsborough Place has been renamed to Corbin Downs. The meeting of <br />September 8 has a draft agenda, which is Attachment 1. An analysis of the <br />development proposal is in process by both Hillsborough and Orange County <br />staffs. The proposal has been changed to decrease residential units and <br />increase non-residential square footage. An outline of the new development <br />scheme and phasing is Attachment 2. <br />The changes .proposed are under review but not fully because the applicant has <br />not submitted their reports on changes to the traffic impact. In any event, <br />Orange County staff will be commenting on the following topics to be more <br />elaborately analyzed for the actual joint agenda package to be distributed either° <br />Thursday, September 2 or Friday, September 3. <br />Traffic <br />Construction and extent of 4-laning Old 86, I-40 and I-85 intersections, limited <br />access along Old 86, Transit-Oriented Development (TOD). <br />Traffic Peripheral Issues <br />• The proposed Hillsborough Bypass should be constructed in a timely manner. <br />• Churton Street/Old 86 expansion should be accelerated to match <br />construction with this project. <br />• Consider future connectivity to a potential rail station north of this project. <br />School <br />See attachment 3 (under review with School District). <br />Building Plan Review and Inspection Services <br />Presently there is not enough building division staff to provide services of this <br />amount. Review fee structure to accommodate cost of services for this project. <br />
