from Master Recreation and Parks Report <br />A. Park and Recreation Land Acquisition Goals, <br />Objectives and Criteria <br />1. Goals and Objectives for Land Acquisition <br />In looking to acquire land for future recreation and parks needs, <br />there are several goals that have become apparent through the <br />discussions of the Work Group: <br />Goals <br />Encourage school/park joint planning <br />* Preserve natural resources <br />Promote multi-jurisdictional recreation and preservation efforts <br />Preserve watersheds and water quality <br />Encourage historic and cultural preservation <br />Identify and emphasize targeted needs <br />Establish public/private partnerships <br />* Encourage the dedication of easements <br />Implement land-banking opportunities <br />Acquire/purchase parkland through development process <br />Develop linear parks concepts and plans <br />Using these goals, more-specific objectives were identified: <br />Obiectives <br />Keep active recreation facilities away from land that is environmentally <br />sensitive, such as wetlands; <br />Develop a program for land dedication/recreation payment that is <br />more effective and comprehensive; <br />Protect identified natural areas and wildlife habitats in conjunction with <br />the creation of recreation facilities; <br />Develop linear parks in the Rural Buffer, and explore opportunities <br />along other identified stream corridors; <br />°Retrofit" existing developed properties for recreation; <br />Enhance efforts like the New Hope Creek Corridor Study and the Upper <br />Eno River preservation efforts; <br />Develop land-use planning mechanism for securing neighborhood <br />parks <br />2. Criteria for Evaluating Possible Land Acquisition <br />Subject to approval by the Orange County Board of <br />Commissioners, a system should be developed to evaluate how <br />well potential land acquisitions meet the goals and objectives.
