OWASA ORANGE WATER & SEWER AUTHORITY <br />Quality Service Slnce 1977 <br />MEMORANDUM <br />T(O: Ed Kerwin <br />FROM: Ed Holland <br />DATE: October 15, 1998 <br />SUBJECT: Potential Recreational Uses of OWASA Property <br />Background <br />During the past year, Board members Batty Jacobs and Bill Strom have attended <br />meetings of Orange County's Joint Master Recreation and Parks Plan Work Group <br />charged with updating the County's Recreation and Parks Master Plaa. One part of that - . <br />work is an inventory of all public and semi public land and- recreational assets in Orange <br />County. <br />Doting the August 27, 1998 Board of Directors meeting, Mr. Jacobs and Mr. Strom <br />submitted a list of questions about possible recreational uses of OWASA's land holdings. <br />This was referred to the Boazd's Natural Resources and Technical Systems (NRTS) <br />Committee, which reviewed information provided by staff and discussed the attendant <br />issues during three subsequent meetings. This memorandum and attachments attempt to <br />summarize the NRTS Committee consensus that emerged through those discussions. <br />The attached map shows the location of all OWASA-owned properties in Orange Coun__ty; <br />Table 1 provides additional details; and Table 2 presents the NRTS Committee's <br />evaluation of the acceptability of different recreational uses of those properties: Uses _ <br />listed in'1'able 2 were compiled from documents of the Orange County Wark Group. <br />OWASA Interests. <br />The NRTS Committee agreed that alternative uses should be-eonsidered in terms of <br />OWASA's central mission of providing "an adequate supply of high quality drinking <br />water and a complementary sewer service. " Activities or uses that might compromise <br />OWASA's utility function should be discouraged. <br />For .example, certain uses, such as tennis, racquetball, or basketball courts, would be <br />incompatible with OWASA's operational activities within sewer easements or rights-of- <br />way, while other uses, such as hiking trails, might be acceptable.
