<br />BGGiS $ P.SGE ~13 <br />Commissioner Henry 3. Walker stated that h® desires to have Drange County <br />considerations incorporated as a part of the proposed agreement between the State <br />of North Carolina and .the County. <br />Commissioner Flora Garrett presented comments that had been supplied by the <br />Triangle J Gouncil of Governments. She requested that the material be included <br />in the next draft of the proposed agreement. <br />Commissioner Richard E. Whitted was requested to review the aaggreement and to <br />present his suggested changes to the Board on Tuesday, September 16, 1973. <br />Chairman Norman Walker asked Mark Burnham to comment on the survey that had <br />been made by the Region J Council of Governments sa to how the new reservoir on <br />Beek Creek in Alamance County would affect Orange County. Mr. Burnham stated that <br />if the Town of Mebane discontinues the use of Lake Michael as an active A-2 water» <br />abed empoundment souse then this move points to a greater Head to sons Cheeks <br />Township. The reason being that the Health Department currently requires 1}0,000 <br />square•feet for residential use due to the location of the reservoir, however, if <br />the reservoir site is discontinued then the xealth Department regulations would no <br />longer be effective. He stated that he felt Orange County needed to consider what <br />impact Chia would have on the Lake Drange watershed. <br />Commissioner Flora Garrett stated that she felt the matter should be referred <br />to the County Planning Board. <br />The fallowing petition with thirty-six (36) signatures was presented: <br />"A petition to the Orang® Couaty_Board of County Gommissioners and <br />the Orange County Planning Board. <br />We, the undersigned residents of Eao and Chapel Hill Townships <br />of Orange County, believing that the sound and harmonious development <br />of Orange County and the protection of the present and future enjoyment <br />of the county by all residents requires further restriotions on the <br />development of mobile home parka and the use of mobile homes in areas <br />other than parka in Drange County. <br />DO HEREBY PETITION the Orange County Board of County Commi.asioners <br />and the Orange County Planning Board: <br />1. To limit the number of mobile home parka in Orange County to <br />the existing number and to limit the number of mobile homes in these <br />parka to the existing number. <br />2. To raise the sine of individual late in Residential sad Rural <br />Cammeraial Districts on which a Mobile Home may be planed to two sores. <br />3. To take whatever steps they Peel are practical to put the same <br />limitations in effeot in the other Tawnahipa in Drange County. <br />NAME 9DDRE88 ORANGE CODNTY ORANGE CODNT7C <br />PROPERTY OWNER REGISTERED VOTER~~ <br />Upon motion of Commissioner Flora Garrett, seconded by Commissioner Henry 3. <br />Walker, it was moved and adopted, that a copy of the petition be forwarded to the <br />County Planning Board and that the Board be requested to give the matter their <br />consideration and sound judgment and that their decision be forwarded back to the <br />Board of Commissioners. <br />Commissioner Richard E. Whitted inquired as to what had been done to provide <br />additional apace for the Farmers Home Administration. Discussion ensued concerning <br />the request for additional space that had been filed by the Farmers Home Administration <br />Office. The County Administrator informed the Board that ha wanted them to inspeot <br />the upper floor of the Social Serviaea building. He stated that this space could be <br />made available to the agency. Mr. Gattia pointed out that the area had not been <br />completed, but he Pelt same could be converted into proper office space at a coat of <br />approximately $3,600.00. <br />Commissioner Flora Garrett reminded the Board of the invitation that had been <br />extended to them by the Region J Council of Governments to attend a dinner meetic-g <br />on September 27, 1973. <br />• It was brought to the attention of the Board that solicitation for Cable <br />Television wee being conducted outside the Town of Hillsborough. It was pointed out <br />that the Board had no authority to franchise Cable Television in the County as <br />legislative authorization for such franchising would not become effective until <br />February, 1974. Commissioner Flora Garrett stated that she felt that territorial <br />boundaries needed to be defined and that she understood that the County could receive <br />a small profit from franchises and that she Pelt the need to discuss the matter with <br />the Hillsborough Cableviaian Company. <br />
