• A conceptual student generation rate analysis is Attachment 2. This chart does not <br />reflect existing adopted methodology because is intended to illustrate a potential rate <br />methodology, which differentiates housing type. <br />4. Building Plan Review & Inspections Services (Direct/Contracted Services) ~ <br />o OC Planning and Inspections Department Building Ins <br />ections Divisio <br />i <br />p <br />n <br />s <br />responsible for the enforcement of the NC Building Code in Hillsborough. <br />Approximately 60 houses and 20 small non-residential projects (primarily <br />renovations) are handled in Hillsborough Place. <br />• This project would require additional staff. The intensive non-residential element of <br />the proposal would also require staff recertifications and review of the fee schedule. <br />2 5. EMS/911 - (Direct County Service) <br />EMS activity would increase both due to the population increase and the day/evening <br />" <br />increase in <br />service" population of the offices, retail and •industrial. Traffic generation of <br />17,000 to 20,000 trips would also prompt additional traffic related incidents and <br />responses. Additional EMS personnel would be warranted including response to senior <br />citizen projects. <br />6. Police - (Indirect County Services) <br />Even though Hillsborough Town Police would handle matters within the Town limits, <br />3 this project has a <br />reciable "tr <br />ff <br />ill" <br />d <br />pp <br />a <br />ic sp <br />onto a <br />jacent county monitored roads. In <br />addition, the County provides jail service to Hillsborough and is presently reaching <br />capacity limits of existing conditions. <br />7 <br />. Fire - (Direct/Indirect County Services) <br />The Orange Rural Fire District taxing rate is approved by the BOCC. This project would <br />almost double in building square footage responsibility and coverage and negatively <br />affect response time. The type and height of building construction could also effect <br />capital equipment. Aland dedication for a substation is anticipated in the project but <br />capital building, equipment and personnel aze also to be established. <br />8. Parks and Recreation -(Direct County Service) <br />Orange County provides the majority of recreation opportunity within Hillsborough. <br />There would tie an impact on programs and sport field activities and the need for Active <br />Park space. <br />9. Library - (Direct County Service) <br />Orange County provides Library services to Hillsborough. An increase in residential <br />population and employee population of the business pazk would increase the burden on <br />' <br />. the Library. <br />Page 2 of 4 <br />
