The Chair also 'ssi~oners .with greater freq .~ ~ e citizens felt that the BOCC is t~~ ~~ ~'"~ s urtlier, the . point was made that satellite annexations, such' as the one close to Hebron, were most aggravating to citizens living in the affected area since the existing land. use plan was changed by government officials for whom they could not vote. • As discussion proceeded, there were expressions by all of us indicating a deeper understanding of the issues faced by the other party. Mebane officials indicated a willingness to pursue the concept of joint planning with Orange County. With. regard to a moratorium, Mebane officials agreed to look at the proposed legislation; and there were expressions made that a moratorium only on satellite annexations and only. until joint planning was in place may be more acceptable than their understanding of the present drafted legislation.
