OF PAGES INCLUDING COVER: <br />2 <br />❑ URGENT Q FOR REVIEW ❑ PLEASE COMMENT ❑ PLEASE REPLY ❑ PLEASE RECYCLE <br />NOTES /COMMENTS: <br />In consultation with the Chair, the staff and I have developed the accompanying draft <br />resolution for the Board's consideration at this evening's work session. The Board may wish to <br />consider adoption of this, or a similar resolution, as a means of ensuring there is documentation in <br />the public record of an important point related to the solid waste interlocal agreement. <br />The one significant point remaining unresolved relates to whether the approval of one or two <br />municipalities, in addition to the County, wi11 be required for the creation of or changes to certain <br />categories of fees. Regardless of which of these two choices is ultimately agreed to, it will be <br />essential to the County's ability to successfully carry out the Integrated Solid Waste Management <br />Plan for all parties to approve the fee saucture and revenue streams necessary to support the new <br />programs, processes, and facilities that will produce the targeted waste reduction goals. The <br />proposed resolution would provide an "audit trail" of the BOCC having made this point plain to <br />its municipal partners before the signing of the interlocal agreement. <br />
