CHAPTER 6-SELLING THE VISION: "MAKING IT HAPPEN" Meeting ix Meeting Agenda Meeting six focused on two topics; • "The Vision" and • "Selling the Vision" Mission Statement Given the Committee's conclusion that the best means of serving the citizens of .Orange County is by developing a primary location in Hillsborough and a secondary site in or neaz Chapel Hill, the Mission Statement wording was modified to reflect this decision. Concept Consolidate all governmental agencies in Hillsborough in a multi-level structure(s) on a site(s) to be determined by a site selection committee. Consolidate selected satellite governmental agencies on a secondary site to be located in or near Chapel Hill, N.C. Financing Financing methods beyond the County's pay-as-you-go capital funds will be necessazy. It is likely that one of the financing options listed on page 5-11 would be used to fund incremental development to meet the needs of projected space requirements. Immediate Tasks Figure 30 outlines a chronology of "next steps" the Committee determined as the process necessary to effectively address the needs of Orange County's future space requirements. Action Plan Figure 31 illustrates the Committee's "next steps" chronology Schedule outlined in Figure 30. The chronology is based on developing a construction completion date of January 2000. Selling the Vision A brief presentation on case studies that were and were not successful was presented by Rod Autrey, former Chairman of Mecklenburg County Commissioners. An excited discussion ensued regarding the .effort and support necessary to "sell" the concept to the voting public. Specifics regazding timing, education of the public, unified support and effectively getting the message out to the people were discussed. Outlines relating to some of these topics are shown in Figures 32-38. 6-1
