Figure 8 The mission of the Orange County (Justice Center) is/will be to provide all appropriate judicial, law enforcement and related public functions at a single complex, (later modified to include satellite courts), which will ensure public safety, is accommodating to all citizens and efficient in delivery of services, is economically responsive and consistent with the philosophy, goals and interests of the community. Public Safety • Court facilities which expedite the delivery of justice. • Public and restricted areas within the facility which permit the safe and secure movement of visitors, staff, security personnel and inmates simultaneously. • Detention facilities which securely detain inmates charged with criminal offenses. • Facility security systems which are effective, not offensive and which address public and staff requirements. Accommodating & Efficient • Conveniently located and accessible to public and outside user agencies. • Adequate public parking, convenient to facilities. • Adequate visitor waiting and circulation areas which permit efficient movement through facility without interfering with unrelated activities. • .Prioritize swift delivery of services. • Emphasize. personal contact. • Facilitate accessibility for handicapped staff and visitors. • Improve efficiency of intennaUinter-agency operation via single facility and careful consideration of location(s) within. • Staff efficient without compromising security or delivery of services. • Operating systems and equipment which are state of the art yet operator friendly. • Enable all facility employees to effectively and efficiently carry out the duties and responsibilities of their positions.. 2-3
