CHAPTER 2 -SERVICE DELIVERY MODELS <br />Meeting Two <br />Mission Statement A Mission Statement draft, incorporating all comments and <br />objectives expressed during the previous meeting, was prepared <br />and distributed to Committee Members for review prior to the <br />meeting. Contents were refined during further discussion to the <br />form attached as Figure 8. Once the Mission Statement <br />objectives were cleaz, the emphasis of the meeting became; <br />"Okay, these objectives are great but what can we do that's <br />different than before if all we do is build another building and <br />just make it bigger?" <br />Service Delivery Subsequently, extensive discussion followed re: traditional <br />Models service delivery models; i.e., centralized and decentralized; as <br />well as the stresses and problems with such models - stazk, <br />sterile, expensive, stressful, (in)conveniences, etc. Non- <br />traditional, non government/justice service models were <br />discussed. <br />The concept that began to emerge resembled more a shopping <br />mall than a traditional courthouse. The key points of emphasis <br />became: <br />1. Efficient delivery of services <br />2. Stress-free%nvironmentally friendly surroundings <br />3. Economical construction options <br />4. Convenience of related non-government/justice <br />services <br />"Citizen Focused" The concept model arrived at was characterized as "Citizen <br />Design Focused". A list of the types of services that could be offered in <br />conjunction with traditional justice agency functions is attached <br />as Figure 10, <br />This session introduced additional concepts for future sessions <br />including: <br />1.
