CHAPTER 1 -MISSION
Meeting One
Meeting FOCUS Meeting One focused on two primary issues. First, was the
presentation of the study process to be undertaken, including a
Workplan detailing session .topics and activities. This workplan
was formatted to address the Resolution, passed by the Boazd of
Commissioners in January 1994, establishing the Orange County
Justice Facilities Study Committee assigning the following
responsibilities:
1. Conduct a Needs Assessment of Court and related
system functions.
2. Inventory existing Court and Sheriff s facilities
available for use.
3. Analyze adequacies of existing/identified facilities.
4. Explore alternatives to traditional methods of service
delivery.
5. Provide 20 yeaz growth projections of anticipated
space requirements.
Make recommendations regarding future facility needs.
Mission Statement The second issue dealt with the group's expressed concerns,
purpose, philosophy and expectations for a new justice complex
and/or structure; i.e. a Mission Statement. Criteria for Mission
Statement development were addressed and an interactive group
discussion process followed. Barriers to effectiveness and
service delivery (currently) were identified, as well as
expectations for the future. All comments and discussion points
were recorded and organized into the group's four (4) primary
areas of concern:
1. Public Safety
2. Accommodating & Efficient
3. Economical
4. Community Interest
A draft Mission Statement would be prepared for .the next
meeting formatted around these key points. All comments and
discussion points were recorded and organized in the group's
four (4) primary azeas of concern (elaboration on each point
begins on page 2-3).
NOTE: Meeting handouts aze attached as Figures 1-8.
1-1
