Report on Courthouse Facility Development and Security <br />September 14, 1999 <br />This report includes the following informational elements and is intended to provide <br />information to the Board of Commissioners as they pursue deliberations regarding future <br />development of Justice Facilities in Orange County: <br />• Historical information regarding the efforts of Court officials, County officials <br />and others in the planning and development of future court facilities <br />• Results of Justice Facility Study Group (JFSG) Validation Committee <br />• Recommendations regarding proposed security enhancements to the <br />Hillsborough court facilities and options regarding how they might be <br />developed <br />• Proposed Site Master Plan for Hillsborough court campus <br />Chapel Hill Court Facility <br />• Future steps <br />Action requested of the Commissioners: <br />• The Board is being asked to: <br />• Endorse the security enhancement measures for the Hillsborough courthouse as <br />cited herein; and <br />• Approve the services of Grier-Fripp Architects to conduct a master plan of the <br />Hillsborough court campus, with a particular focus on how the security checkpoint <br />could best be integrated into the long-term development of courthouse facilities. <br />The cost of the master plan shall not exceed $12,000. <br />Please note: Due to the many options that may be exercised in the development of <br />Orange County Court facilities, no attempt has been made to provide cost estimates at <br />this time. Preliminary cost estimates will be presented as part of the previously <br />mentioned master plan, should it be authorized b the Board to pursue. <br />Historical Information:. <br />The County Commissioners have long realized the need for providing adequate court facilities in the <br />County, while also acknowledging the complicated nature of doing so. The Commissioners have <br />charged several groups over the past few years to review and analyze the present and future needs of <br />the court system. <br />The attached Justice Facility Study Group report, published in July 1995 outlined anticipated facility <br />needs through the year 2020 in both Hillsborough and Chapel Hill. Participation in the JFSG was <br />intended to include all stakeholders in the development of justice facilities and included: <br />• County Commissioners <br />• All elected Court officials (Judges, Clerk, District Attorney), <br />• Public Defender <br />• Orange County Sheriff's Department <br />• .County Attorney <br />• County Manager and other County staff <br />• Representatives from: <br />• Probation and Parole <br />• Guardian ad Litem <br />• Juvenile Services <br />• Orange County Child Support Enforcement <br />• Orange County Bar Association <br />• The Violent Crime & Drug Abuse Council <br />
