Report on Courthouse Facility Development and Security September 14, 1999 This report includes the following informational elements and is intended to provide information to the Board of Commissioners as they pursue deliberations regarding future development of Justice Facilities in Orange County: • Historical information regarding the efforts of Court officials, County officials and others in the planning and development of future court facilities • Results of Justice Facility Study Group (JFSG) Validation Committee • Recommendations regarding proposed security enhancements to the Hillsborough court facilities and options regarding how they might be developed • Proposed Site Master Plan for Hillsborough court campus Chapel Hill Court Facility • Future steps Action requested of the Commissioners: • The Board is being asked to: • Endorse the security enhancement measures for the Hillsborough courthouse as cited herein; and • Approve the services of Grier-Fripp Architects to conduct a master plan of the Hillsborough court campus, with a particular focus on how the security checkpoint could best be integrated into the long-term development of courthouse facilities. The cost of the master plan shall not exceed $12,000. Please note: Due to the many options that may be exercised in the development of Orange County Court facilities, no attempt has been made to provide cost estimates at this time. Preliminary cost estimates will be presented as part of the previously mentioned master plan, should it be authorized b the Board to pursue. Historical Information:. The County Commissioners have long realized the need for providing adequate court facilities in the County, while also acknowledging the complicated nature of doing so. The Commissioners have charged several groups over the past few years to review and analyze the present and future needs of the court system. The attached Justice Facility Study Group report, published in July 1995 outlined anticipated facility needs through the year 2020 in both Hillsborough and Chapel Hill. Participation in the JFSG was intended to include all stakeholders in the development of justice facilities and included: • County Commissioners • All elected Court officials (Judges, Clerk, District Attorney), • Public Defender • Orange County Sheriff's Department • .County Attorney • County Manager and other County staff • Representatives from: • Probation and Parole • Guardian ad Litem • Juvenile Services • Orange County Child Support Enforcement • Orange County Bar Association • The Violent Crime & Drug Abuse Council
