MINTITES CF THE ORANGE COUNTY <br />BOARD OF COP^J4ISSIONERS BDDK S P„GE 9~ <br />Juts 16, 1973 <br />The Orange County Board of Commissioners met in adjourned session on <br />Monday, July 16, 1973, at B o'clock p.m. in the District Courtroom of the <br />Courthouse in Hillsborough, North Carolina. <br />Plembers Present: Chairman C. Norman ldalker and Commissioners Henry S. <br />Walker, Flora Garrott and Richard E. Whitted. <br />Members Absent: None <br />S. M. Gattie, County Administrator, and Setty June Hayes, Clerk to the <br />Board, were also present. <br />Chairman Walker announced that this was the date that had been established <br />by the Board of Commissioners for the holding of a Public Hearing on the <br />proposed 1973-1974 Orange Counts Budget. <br />Jan Penny of Chapel Hi11, N. C. inquired as to how much sal ea tax money <br />was brought into the county funds last year. The County Administrator advised <br />him that the gross amount received from sales tax money was between $6SD,000.00 <br />and X700,000.00, and that of that amount Y650,000.00 had been included as <br />estimates in this peer's budget. <br />Henry Patterson of Chapel Hill, N. C „ stated that he believed that the <br />relatior_ship between the character of a town and the qualitg of the school <br />system was reflected by the programs of said school unit, and that he would <br />like to see the Charoel Hill-Carrboro School System have the foals that it needed <br />to do the job that waa required. <br />Chairman Walker read letters of endorsement of the Chapel Hill-Carrboro <br />School System from Nis. Marie Peachae Wicker, Frances S. & Mason Merrill, and <br />Agna and Peter Calingaert. <br />Dr. Sam Holton, member of the School Boerd,poir_ted out that an article <br />was printed in the Durham Morning Herald ea of today pointed up the lack of <br />skill labor in the Triangle Ar®a. He urged the Board to aonaider the sersous <br />need that did exist for a vocational program in the Chapel Hill-Carrboro School <br />unit. <br />Dr. Ken Howard questioned the County Administrator about tax assessment <br />values, per tentage of taxes collected during this past year, and General Fund <br />receipts. Other interested citizens spoke in behalf of the proposed Chapel <br />Ri11-Carrboro School Budget. Thane were over fifty (50) people in attendance <br />at the Public Hearing. <br />Chairman Walker ther_ declared the public hearing adjourned, and he then <br />recognized Lloyd Osterman, Director of the Regional Library System. P?r. <br />Osterman was accompanied bs A. T. (Sandy) Davison and Don S. Matheson, members <br />of the Confederate Memorial Library Board. For a copy of the proposed budget <br />for the Orange County Public Library see gages 95 through 96 in <br />Commissioners Minute Docket Book Number 8. <br />_ P2r. Osterman informed the Board that the feat General Assembly did enact <br />legislation that would include libraries under the necessary expense items for <br />county budgets, and said expenses could not be taken from the ad valorem tax <br />collections. <br />The matter of the need of adequate.librars space was discussed as the <br />proposed budget did include X125,000.00 for a new library building. Don S. <br />Patheson stated that new space and favilities will b® necessary in the near <br />future as the gro;rth rate of the community will depict the accurate need. I'Rr, <br />Daterman stated that the new proposed facility was based on a survey and plans <br />would be made on a twenty (20) year projection. <br />There being no further business to come before the Board said meeting was <br />adjourned to meet again on Tuesday, Juls 17, 1973, at 8 o'clock p.m. <br />C, Norman Walker, Chairman <br />Betty June Hayes, Clerk <br />
