He is worried that if this gets passed, what will be next— mandatory <br /> spay/neuter all dogs, taxes going through the roof, etc. He thinks that this is a slippery slope. <br /> Fred Stipe was born and raised in Orange County and he is the owner of the number <br /> one ranked male American Fox Hound in the nation. His dog competes in AKC and USDA- <br /> sanctioned agility trials. He is also the owner of one of the greatest obedience trained beagles <br /> in the state. He said that this proposed amendment is not the panacea that everyone would <br /> like to see. He believes that the County would be far better served by increasing the resources <br /> available for Animal Control to more vigorously enforce the existing abuse and neglect <br /> statutes. He said that passage of this amendment would not solve the problem of abuse and <br /> neglect, but would create new problems that would further complicate the job of Animal <br /> Control. <br /> Ellen Whitaker is a volunteer with the Coalition to Unchain Dogs. She made reference <br /> to the comments about this amendment being an infringement on rights and said that it seems <br /> like a lot of times in the society, when we move towards justice, always the people that are <br /> oppressors feel that their rights are being trampled. This does not mean that it is not right to <br /> pass the laws. <br /> Beth Oliver is opposed to the tethering ordinance. She said that she has animals that <br /> are tethered during the day, and she lets them run free when she gets home. She said that <br /> she tethers the dogs for their protection. She said that she loves and protects her animals. <br /> Chair Jacobs said that the Board of County Commissioners does take this issue <br /> seriously and this item will be brought back in September. He said that all will be notified of <br /> the next meeting. <br /> b.
