She said that there are <br /> differences in the two analyses. The second version contains an extra page, which is the <br /> methodology section. <br /> Laura Blackmon said that the first copy was a draft that was given to the Planning <br /> Board, and the Planning Board asked for additional information. <br /> Chair Jacobs suggested moving forward and having the Planning Board take its <br /> economic development recommendations to the EDC and having the Planning Board work on <br /> Planning items —traffic analysis, issues about water and sewer, conditions, etc. The Economic <br /> Development Commission meets this month and in July, and there can be a recommendation <br /> back to the Board of County Commissioners from the EDC also. <br /> A motion was made by Commissioner Gordon, seconded by Commissioner Nelson to <br /> accept the Planning Board's recommendation and schedule the Planning Board to come back <br /> with a report on September 2nd <br /> Commissioner Nelson thanked the members of the Planning Board for their candor. He <br /> said that this economic analysis was not a good product. <br /> Chair Jacobs asked what to communicate to the consultant and Commissioner Nelson <br /> said that he does not want the consultant to do another report. <br /> Geof Gledhill clarified that the motion was to condense the Administration <br /> recommendation to direct the Planning Board to complete its work and provide its <br /> recommendation by the last meeting before September, which is August 61h. The County <br /> Commissioners would have to adjourn the public hearing to September 2nd at a specified time <br /> and place. The Board does not have to receive into evidence information or the <br /> recommendations of the Planning Board at this time. The recommendations could be folded <br /> into one recommendation for the next time this is considered. He suggested that the Planning <br /> Board recommendation be brought back to the Board of County Commissioners no later than <br /> September 2nd and that the public hearing be adjourned until September 2nd <br /> Chair Jacobs asked Geof Gledhill to clarify what he is suggesting. <br /> Geof Gledhill said that if the Planning Board does not complete its work by August 61h <br /> then that means that, in order for it to provide a recommendation back to the Board before <br /> September 2nd, it has to have a special meeting. Proposed Animal Ordinance Amendment on the Tethering of Dogs <br /> The Board considered adopting a proposed ordinance amendment to the Orange <br /> County Animal Ordinance restricting the tethering of dogs. <br /> Animal Services Director Bob Marotto introduced Chair of the Animal Services Advisory <br /> Board, Dr. Ross Oglesby. He said that the proposal before the Board is the result of a <br /> tremendous amount of work by the Tethering Committee and the ASAB over a very long <br /> period of time. The committee and the ASAB had discussions with experts from other <br /> jurisdictions in North Carolina. Public input sessions also played a role in the <br />
