Approval of Proposed Land Exchange for Orange County Public Works <br /> Land with the Town of Hillsborough Land Related to the Agreement Between the Town <br /> and the County <br /> The Board considered approving the proposed land exchange for Orange County <br /> Public Works with the Town of Hillsborough related to the agreement between the Town and <br /> the County, thereby helping to finalize the Fairview Public Campus Master Plan approval <br /> process; and authorizing the Chair and Clerk to sign. <br /> Chair Jacobs said that he noticed that there were some people in attendance from <br /> Fairview. He said that the County is continuing to work with the Town of Hillsborough to make <br /> it possible for Hillsborough to expand its Public Works operation without delaying proceeding <br /> with the park at Fairview. <br /> A motion was made by Commissioner Carey, seconded by Commissioner Foushee to <br /> approve the land exchange as identified in the survey and authorize the Chair and Clerk to <br /> sign the transfer documents. <br /> VOTE: UNANIMOUS <br /> Scheduling of Public Comments During the June 24, 2008 Regular Meeting <br /> on a Potential One-Quarter Cent Sales Tax Increase Referendum <br /> The Board considered scheduling an opportunity for the Board to receive public <br /> comments at the June 24, 2008 Regular Board Meeting on a potential referendum on a one- <br /> quarter cent additional sales tax in Orange County. <br /> Commissioner Gordon said that she is concerned about having enough time to have a <br /> public hearing for this at the June 24th meeting, because it will be a heavily-scheduled meeting. <br /> She also asked what will happen and how public comment would affect the decision that the <br /> Board makes. <br /> Chair Jacobs said that the idea was that if the Board wanted to consider putting <br /> something on the ballot in November, then it must be decided by August. Even if it passes, <br /> the County Commissioners can decide not to enact it. <br /> Commissioner Gordon said that it takes a long time to educate the public in a neutral <br /> way. <br /> Commissioner Nelson said that he is also concerned. He said that he would support a <br /> sales tax referendum, but he wonders if this is the right time to take it to the public. He does <br /> not feel comfortable with this, given the timing and the recession. <br /> Commissioner Foushee said that she shared Commissioner Nelson's concerns and she <br /> is not comfortable with having a public hearing and making a decision the same night. She is <br /> also not comfortable with entertaining this notion, prior to knowing the budget implications and <br /> the fact that there is a slow economy right now. <br />
