APPROVED 9/16/2008 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> June 3, 2008 <br /> 7:30 p.m. <br /> The Orange County Board of Commissioners met in regular session on Tuesday, June 3, <br /> 2008 at 7:30 p.m. in the F. Gordon Battle Courtroom in Hillsborough, North Carolina. <br /> COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Moses <br /> Carey, Jr., Valerie P. Foushee, Alice M. Gordon, and Mike Nelson <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br /> COUNTY STAFF PRESENT: County Manager Laura Blackmon, Assistant County <br /> Managers Willie Best and Gwen Harvey, and Clerk to the Board Donna S. Baker (All other <br /> staff members will be identified appropriately below) <br /> NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br /> AGENDA FILE IN THE CLERK'S OFFICE. <br /> 1. Additions or Changes to the Agenda <br /> Chair Jacobs pointed out an addition to the agenda, Item 4-dd, which is related to <br /> signing on to some legislation. There were a number of items at the County Commissioners' <br /> places: Triangle Transit Annual Report (formerly Triangle Transit Authority), Water Supply <br /> Reservoir Water Levels Report, a letter related to item 4-d (goldenrod), memo related to 5-b <br /> (light blue), a brochure about tethering dogs, and material for the work session on June 10th <br /> related to the Comprehensive Plan. <br /> Chair Jacobs summarized the public charge. <br /> PUBLIC CHARGE <br /> The Board of Commissioners pledges to the citizens of Orange County its respect. <br /> The Board asks its citizens to conduct themselves in a respectful, courteous <br /> manner, both with the Board and with fellow citizens. At any time should any <br /> member of the Board or any citizen fail to observe this public charge, the Chair will <br /> ask the offending person to leave the meeting until that individual regains <br /> personal control. Should decorum fail to be restored, the Chair will recess the <br /> meeting until such time that a genuine commitment to this public charge is <br /> observed. All electronic devices such as cell phones, pagers, and computers <br /> should please be turned off or set to silent/vibrate. <br /> Laura Blackmon asked Gwen Snowden, Mike Tapp, and Jeanette Jones to come <br /> forward. She said that when she first came to work for Orange County in 2006, the County did <br /> not have a Director of Emergency Management. Gwen Snowden and Mike Tapp agreed to <br /> serve as Interim Director, and then Jeanette Jones volunteered to assist as Interim Deputy <br />
