Orange <br /> County's practice for adopting small area plans calls for implementation <br /> measures to be adopted subsequently as separate actions. Essentially, the <br /> small area plans in Orange County are documents that oontaintask force <br /> recommendations with implementation of those recommendations to occur at a <br /> later date. The following presents an update on the actions required to <br /> implement some of the recommendations contained in the three adopted small <br /> area plans. <br /> Efland-Mebane Small Area Plan • <br /> The BOCC adopted the Efland-Mebane SAP on June 27, 2006.. Further . <br /> implementation of the plan (one implementation measure--the Efland Cheeks <br /> Zoning Overlay District—has been adopted)will require additional actions. <br /> Specifically, the following actions must be completed: <br /> 1. Adopt the Efland-Mebane SAP as part of the Comprehensive Plan; <br /> 2. • Decide whether the suggested changes to the Water and Sewer <br /> Management Planning and Boundary.Agreement will be pursued. lithe <br /> suggested changes are to be pursued, this action needs to occur first. <br /> 3. Revise the Land.Use Element map to reflect the Possible Future Land <br /> Use Map contained in the SAP and revise the Land Use Element text to <br /> include the new land use categories. <br /> 4. Develop a tong-range Master Plan For water and sewer services. <br /> Additionally, an engineering study of the existing Orange-Alamance Water <br /> System (PAWS) should be completed in cooperation with OAWS. <br /> 5. Develop design guidelines for the designated Mixed Use Efland Core <br /> Area. <br /> 6. Additional Zoning Ordinance text changes will likely be necessary in order <br /> to increase density in the planning area, as the SAP suggests. <br />
