White the procedures have been in place for a <br /> significant period of time, there are-a number of ambiguities in the language, leaving the <br /> processes open for interpretation. Historically,there have been only limited <br /> amendments to the previously adopted plan. These amendments were processed as <br /> they had always been done, interpreting the procedures outlined in the Zoning <br /> Ordinance. <br /> Following the adoption of Phase 11 of the Comprehensive Plan update,the <br /> implementation phase will begin. This may include amendments to the Future Land <br /> Use Map and other text components of the Comprehensive Plan. With these upcoming <br /> amendments to the Comprehensive Plan, it has now become a more pressing matter to . <br /> clearly define the procedures for these amendments, ensuring public participation <br /> throughout the processes and eliminating any potential for challenges due to varied <br /> interpretations of the current ordinance. <br /> lssu <br /> The proposed amendments to the Zoning Ordinance will clarify the procedures for <br /> Comprehensive Plan amendments. The proposed revisions will specifically outline the <br /> processes for Comprehensive Plan amendments, ensuring compliance with all statutory <br /> requirements, maintaining transparency, and promoting public participation throughout. <br /> FUTURE ACTION <br /> Staff has developed revised language for the Zoning Ordinance, clearly articulating the <br /> processes for amending the Orange County Comprehensive Plan which differs from <br /> zoning map changes. The new language will be concise, ensure €ompliance with all <br /> statutory requirements, and eliminate ambiguities within the ordinance_ Staff anticipates <br /> presenting the revisions at the February 2009 Quarterly Public Hearing. <br />
