DRAFT # 1 . 5 <br /> RESOLUTION DEFINING THE PERCENT FOR PUBLIC ART PROGRAM <br /> FOR ORANGE COUNTY <br /> WHEREAS, in 1985 by resolution the Board of County Commissioners (BOCC) created the <br /> Orange County Arts Commission to promote and strengthen the artistic and cultural <br /> development of Orange County; and <br /> WHEREAS, the BOCC supports the arts in Orange County by continued funding of the <br /> Orange County Arts Commission, including the increase to a full-time staff position; and <br /> WHEREAS, at the BOCC's request, the Orange County Arts Commission and the Town of <br /> Chapel Hill's Public Art Office worked together to commission artwork for two County/City <br /> projects (Homestead Aquatics Center and Southern Community Park— 2004-05); and <br /> WHEREAS, with the support of various county departments, in 2006 the Orange County Arts <br /> Commission purchased existing artwork from local artists which has been located in the <br /> following county facilities — Government Services Annex, Orange County Public Library, <br /> Northside Human Services Center, Robert and Pearl Seymour Center, Orange County Skills <br /> Development Center, and Orange County Planning/Agricultural Environmental Complex; and <br /> WHEREAS, with unanimous BOCC approval, the Orange County Arts Commission has <br /> commissioned public art on a project-by-project basis in the following county facilities — John <br /> M. Link, Jr. Government Services Center (2002-03), Southern Human Services Center (2005- <br /> 06), Robert and Pearl Seymour Center (2007-08), Central Orange Senior Center (2006-07), <br /> Animal Services Center (2007-08), Orange County Public Library (2008-09); and <br /> WHEREAS, in FY06 the Public Art Reserve line item was created in the Capital Investment <br /> Plan (CIP) to help fund public art projects on county property outside of the operating budget; <br /> and <br /> WHEREAS, the BOCC has, concurrently with the adoption of this Resolution Defining the <br /> Percent for Public Art Program (hereafter"Resolution"), adopted an Ordinance for <br /> Establishing a Percent for Public Art Program for Orange County (hereafter"Percent for Art <br /> Program" or "Program"); <br /> NOW, THEREFORE, BE IT RESOLVED by the BOCC of Orange County that the BOCC <br /> hereby establishes policies for the Percent for Public Art Program. <br /> BE IT FURTHER RESOLVED that the Percent for Art Program shall be guided by the <br /> following policies: <br /> Section 1.0 Program Objective: The Percent for Art Program is designed to promote the <br /> artistic development in the County of Orange ("Orange County" or "County"), to encourage <br /> and celebrate the County's diversity and enhance its cultural heritage and character, to <br /> promote economic development, advance tourism, to augment the dignity, beauty and <br />
