• <br /> 13 <br /> Administered by the Orange County Arts Commission, the Percent for Art Ordinance offers <br /> Orange County the opportunity to design, acquire or commission works of art specifically <br /> for capital construction projects. The purpose of the program is to involve artists as <br /> early as possible in the design process to enrich the county's civic and community <br /> buildings and public spaces. <br /> This ordinance would allocate 1% of selected capital projects for the creation, <br /> fabrication/construction, installation, and maintenance of permanent works of <br /> public art. Funding comes from each project's construction budget, which can <br /> include Federal, State, County, Town and private support. <br /> Percent for Art would apply to capital construction projects that provide public services and <br /> accessibility. New construction or existing facilities undergoing substantial reconstruction <br /> would be considered. These could include, but are not limited to, firehouses, schools, <br /> shelters, police precincts, courthouses, hospitals, clinics, passenger terminals, prisons, <br /> detention centers, parks and sanitation facilities. Private development could also be <br /> included. <br /> Commissioning an artist for a Design-Only project would involve an artist early in <br /> the process and integrate art into the Construction Bid documents — getting more <br /> bang for the buck! <br /> All collaborations with artists, including the Design-Only collaborations, would be defined in <br /> a contract. <br /> Percent for Art projects are site-specific and engage a variety of media — painting, <br /> mosaic, glass, textiles, sculpture, and works that are integrated into infrastructure, or <br /> architecture. <br /> The artwork must be allocated in an area of the facility that is accessible to the public. <br /> Artwork could be broadly defined as "all forms of visual arts conceived in any medium, <br /> material or combination thereof." It may be designed, commissioned or purchased, or an <br /> existing county-owned may count -owned artwork be restored and re-sited. <br /> Y <br /> The Arts Commission is committed to an open and democratic process that relies upon <br /> interaction among the artist, community, site, designers and architects, civic leaders, and <br /> County department or agency. <br /> The Orange County Arts Commission has commissioned public art projects to date on a <br /> project-by-project basis. We want to move toward a more comprehensive approach <br /> to integrating art in county facilities —a Percent for Art Program. <br /> With a Percent for Art Program, the Orange County Arts Commission will: <br /> • Build internal support in the agencies involved in the project, <br /> • Cultivate enthusiasm within the project team, <br /> • Match the right artist with the project, <br /> • Define expectations and responsibilities, <br /> • Troubleshoot construction challenges, and <br /> • Consistently benefit the local economy. <br />
