Orange County Percent for Art Program Overview <br /> Direct Economic Impact of Public Art: Design fees paid to artists/artist teams, materials, <br /> fees for local site preparation, fabrication of the art work, installation, labor, etc. <br /> Indirect Economic Impact of Public Art: Tax revenues generated from the above <br /> transactions, wages paid by businesses where the purchase was made, artists' meals, <br /> artists' lodging, artists' transportation, other purchases made in area businesses, etc. <br /> Public Art stimulates tourism, <br /> which can positively affect earned income <br /> for area businesses as well as tax revenues. <br /> Proposed Orange County Percent for Art Program <br /> • A Public Art program makes art accessible and visible throughout our county. It <br /> brings art into everyday life. Public sites provide an important venue for Orange <br /> County residents and visitors to appreciate artwork outside the traditional museum <br /> or gallery setting. <br /> • Public Art enriches neighborhoods and communities with unique and welcoming <br /> facilities. It serves as an expression of the community, as well as a landmark. It <br /> helps to define the county's identity and sense of place. <br /> • Public Art promotes social interaction and discourse and teaches us about each <br /> other. <br /> • Public Art promotes creative collaborations. <br /> • Public Art can memorialize the past as well as express shared values for the future. <br /> All great civilizations are recognized by the presence of public art. <br /> • Public Art projects demonstrate how art that is integrated into its site enhances civic <br /> architecture and a wide range of public spaces. <br /> • The Orange County of Town of Chapel Hill established a Percent for Art <br /> Ordinance in 2002. This ordinance allocates 1% of selected capital projects for the <br /> creation, fabrication/construction, installation, and maintenance of permanent works <br /> of public art. Funding comes from each project's construction budget, which <br /> can include Federal, State, County, Town and private support. <br /> The MOST EFFECTIVE way to CONSISTENTLY support public art <br /> and design is through a Percent for Art Ordinance. <br /> In the ABSENCE of legislation, <br /> support for public art in governmental facilities <br /> is a HIT OR MISS proposition. <br />
