9 <br /> The phased approach encompasses the following directives in response to <br /> concerns expressed by the BOCC and the Fire Chiefs Council. <br /> • Initiate a strategic plan <br /> • Involve critical stakeholders <br /> • Include Northern Chatham and Southern Orange <br /> • Employ recognized industry standards <br /> • Factor six-mile districts <br /> • Address fire insurance ratings <br /> • Examine efficiencies and services enhancements <br /> • Calculate long term sustainability and district financing <br /> • Strengthen support and connections; i.e., fire inspections and prevention. <br /> County management believes the work products resulting from Phases One, <br /> Two, and Three will allow the BOCC to become better informed and enable more <br /> equitable decisions about the future size, scope, and structure of the fire and <br /> rescue service system in Orange County and ramifications for fire district taxes. <br /> Emergency Services sees the conduct and coordination of the Phase One <br /> Assessment as instrumental and important to present efforts at realigning and <br /> modernizing the Department to better serve and secure the public safety. <br /> 5 <br />
