63 <br /> Sec. 24.2 <br /> This Ordinance is not intended to repeal, abrogate, or impair any existing easements, <br /> covenants, or deed restrictions. However, where this Ordinance and any other Ordinance <br /> conflict or overlap whichever imposes the more stringent restrictions shall prevail. <br /> Sec. 24.5 Interpretation. <br /> In the interpretation and application of this Ordinance, all provisions shall be: <br /> a. Considered as minimum requirements; <br /> b. Liberally construed in favor of the governing body; and, <br /> c. Deemed to neither limit nor repeal any other powers granted under State statutes. <br /> Sec. 24.6 Effect on rights and liabilities under the existing flood damage <br /> prevention ordinance. <br /> This Ordinance in part comes forward by re-enactment of some of the provisions of the <br /> flood damage prevention ordinance enacted March 2, 1981, as amended, and it is not the <br /> intention to repeal but rather to re-enact and continue to enforce without interruption of <br /> such existing provisions, so that all rights and liabilities that have accrued hereunder are <br /> reserved and may be enforced. The enactment of this Ordinance shall not affect any <br /> action, suit or proceeding instituted or pending. All provisions of the Flood Damage <br /> Prevention Ordinance of Orange County enacted on March 2, 1981, as amended, which are <br /> not reenacted herein, are repealed. <br /> Sec. 24.7 The degree of flood protection required by this Ordinance is considered <br /> reasonable but does not imply total flood protection. <br /> PART XXII. The FIRM is hereby amended by LOMR with an effective date of August 7, 2008. <br /> 1. Letters of Map Amendment <br /> a. 07-04-6156R(dated January 8, 2008), <br /> b. 08-04-2897A(dated April 10, 2008), <br /> c. 08-04-2898A(dated April 29, 2008), <br /> d. 08-04-2899A(dated April 10, 2008), and <br /> e. 08-04-2900A, (dated May 22, 2008). <br /> 2. Letters of Map Revision <br /> f. 06-04-BQ22P (dated February 3, 2007), <br /> g. 06-04-C141P (dated November 5, 2007), <br /> h. 07-04-6156R(dated January 9, 2008), and <br /> i. 08-04-1666P (August 7, 2008). <br /> 3. Summary of Map Amendment#115-CWG(C) dated May 16, 2008. <br /> PART XXIII. That Section I Purpose, Authority, Jurisdiction, Private Property Rights and <br /> Applications to be Processed Expeditiously of the Subdivision Regulations is <br /> hereby amended as follows: <br /> • <br />
