29 <br /> In the second case, a resident built an at-grade wooden deck in apparent violation of the ordinance and <br /> without benefit of a building permit. Staff is still pursuing a resolution of the issue. <br /> 8. Neighborhood Meeting. After Hurricane Hannah staff met with residents on the Heritage Hills <br /> subdivision to discuss the impacts of the Hurricane Hanna flooding. The neighbors big concern is what <br /> has created this year's flooding. There are five or six situations,which overlay each other to cause the <br /> problem, and not one single issue. First,there is some on-going urban development in the upper reaches <br /> of the East Price Creek watershed that is altering the hydrology. Next,the steam flows relatively <br /> straight south to north into the subdivision,but takes a sharp turn to the northwest. This slows down the <br /> water enough to drop out some of its sediments. The floodplain narrows considerably just below the <br /> Yorktown/Brandywine culverts,which in the higher volume storms may back up and slow down <br /> floodwater. This slows water and more sediment drops out. The main sedimentation seems to be <br /> occurring between Brandywine and Yorktown. Further, the original developer re-located the creek <br /> channel and the creek is now attempting to find its most efficient channel. The natural process is <br /> causing a few people great concern. <br /> The neighbors concerns include the following: <br /> • Cleaning out the sediment in the two sets of culverts. <br /> • Removing an old tree stump just south of the Brandywine culvert. <br /> • Rip-rap upstream from the Brandywine culvert. <br /> • A street resurfacing program for the subdivision streets and curb and gutter rehabilitation. <br /> • Widening of the East Price Creek channel below Brandywine Road. <br /> The neighbors have written a letter to the NCDOT and Rep. Kinnard's office is coordinating a meeting <br /> with the neighbors and NCDOT to resolve these general issues. <br /> Items 1, 2, and 3 are included in a scheduled February 2009 joint quarterly public hearing to revise the <br /> Flood Insurance Rate Maps in the Flood Damage Prevention Ordinance, which was last updated on <br /> January 23, 2007 and became effective on February 2, 2007. The County is amending the Flood <br /> Damage Prevention Ordinance following provisions outlined in state zoning enabling legislation for <br /> zoning map atlas amendments, as per a 2006 State Attorney General's opinion. <br />
