NATIONAL FLOOD INSURANCE PROGRAM
COMMUNITY FLOODPLAIN MANAGEMENT REGULATIONS REVIEW CHECKLIST
Community: Orange County C.LD: 370342 State:North Carolina
Reviewed by: Date of Review:
Some of the items that exceed the minimum requirement:
1. Orange County has a 2.0 foot freeboard requirement in areas with a BFE developed.
2. New fill material in any SFHA is prohibited(Division 3-Sec.42-91:15.)
3. New construction in the SFHA is prohibited(residential and non-residential(Division 3-Sec.42-92:1. and 2.))
4. Most emergency and critical care facilities are prohibited in the SFHA(Division 3-Sec.42-91:13.)
5. Any inhabited structure in the SFHA shall have unobstructed dry access during a regulatory flood event(Division 3-Sec.42-91:14).
6. The ordinance requires BFE data to be submitted for all development proposals in the SFHA(Division 3-Sec.42-93:3.).However,in
Sec.42-94:4. (Zone A section)there is the condition that a BFE needs to be provided only if the"...development exceeds 50 lots/units
or 5 acres".This is an apparent contradiction.
7. Only replacement manufactured homes are allowed in the floodway if they comply with the standards of 42-93:3. and 42-94b.:1. and 2.
No new manufactured home placement is allowed in the floodway.
11/12/2008
16 of 16
