MINUTES DF THE ORANGE COUNTY' ,,~~~ ~ PACE 569 <br />BOARD OF COMMISSIONERS <br />May 15, 1973 <br />The Board of County Commissioners of Orange County met in regular session <br />at 8:00 o~clock P, M, on Tuesday, Map 15, 1973, in the District Courtroom <br />of the County Courthouse in Hillsborough, North Carolina, <br />Members Present: Chairman C, Norman Walker, and Cvmmieaionera Henry S, Walker, <br />Ira A. ;•Iard, Flora Garrett and Richard E. Whitted, <br />Members Absent: Nona. <br />Chairman Walker recognized Marp Carey who was representing the County <br />Council of Home Demonstration Club, Mrs, Carey stated that the council had <br />investigated the "Green Box" system of refuge collection and that it had been <br />learned that thirty-six counties in North Carolina were new using this method, <br />That there were ten counties who planned to institute the system and there <br />were another ten counties who were investigating the system. It was pointed <br />out that with this type of colleation it would benefit rural residents and <br />that the system would more or less complete the landfill program which the <br />County was now operating, ;irs. Carey asked the Board to consider the <br />possibility of instituting this type of refuge collection for Orange County. <br />The Board direated the Ccunty Administrator to secure information about the <br />system prior to the budget session, <br />Commissioner Flora Garrett brought up the subject of adopting a County <br />Code Enforcement Ordinance that would include building, heating and plumbing <br />inspection. She said she felt the Board should place funds into the new budget <br />in order to implempr_t this program at the beginning of the new fiscal year. <br />It was agreed that the idea of a County Code Enforcement Crdinance should be <br />explored further, Tom Bacon, a plumbing contractor, said that the adoption <br />of such a program would be beneficial for home owners and would also b® well ~ <br />received by moat persona in the construction business. <br />Chairman L•7alker recegr_ized T?ark Burnham, Ms, Burnham presented Draft <br />Three of a proposed County Wide Water and Sewerage Policy, Discussion ensued, <br />Upon motion of Commissioner Ira A, Ward, seconded by Commissioner Flora <br />Garrett, it waa moved and adopted, that the Board place the matter of a <br />County-Wide Water and Sewerage Policy on the agenda for the next monthly <br />meeting and the County Administrator was instructed to forward copies of <br />the draft to all agencies that were operating water systems in the County, <br />Mr, Burnham advised the Board that his agency had not completed their <br />evaluation of the proposed new water shed protection proposals and that he <br />did request that the matter be deferred until further studies could be made. <br />Chairman Walker read a letter from the bepartment of Human Resources <br />concerning disposal of certain Packaged Disaster ??ospitals that had been <br />stored at various points throughout the state. The County Administrator waa <br />directed to contact the Department of Human Resources in order to learn more <br />about the hospital units, <br />Commissioner P'lora Garrett brought to the attention of the Board the <br />possibility of leasing the !dorthside School property, Commissioner Ira A, Tnlard <br />suggested that the various County agencies should be contacted to see if the <br />property could be utilized by any County department, The County Administrator <br />was directed to write the appropriate agencies and request the department <br />official to investigate the Northaide School property and to advise him if said <br />property could be used by their department. <br />The Tax Supervisor gave a brief report on the current tax matters. He <br />advised the 3oard that a new schedule for the meetings of the Board of <br />~quslization and Review had been made and that the Board would meet on each <br />Monday night during the month of T4ay and June at 7:30 P,M., on each Tuesday <br />night during the month of May and June at 7:30 P,I4, and on each Thursday <br />afternoon during the month of May and June at 3:00 P,M, <br />Upon motion of Commissioner Tra A, Ward, seconded by Commissioner Henry <br />S, Walker, it was moved and adopted, that the Board approve a Planned Use <br />Report dealing with Revenue Sharing Funds that indioated the funds for <br />entitlement period t''iree would be spent an the County landfill, project. <br />There being no further business to come before '-he Board the meeting was <br />adjourned to meet again on Monday, May 2I, 1973, at 7:30 P,T2, as a Board of <br />Equalization and Revises. <br />C, Norman Talker, Chairman <br />S, M, Gattis, Acting Clerk <br />
