~~~~ '7 Pn~E 551 <br />Chairman Walker recognizEd Mark Butriham, Regional Planner for the Triangle <br />J Council, of Governments. Mr. Burnham stated that he wished to discuss the <br />possible land use ordinances and amendments and stated that his main area of <br />concern was land use near active water empoundment areas. He said he felt <br />that developments near and along major streams leading to the empcundment <br />areas should be discouraged or decreased. The Board instructed Ms. Burnham <br />to proceed with his study of the matter. <br />Mr. Burnham introduced Dr. W. P. Biggers, Chairman of the Durham»Crange <br />County Medical Society Committee for Environmental Protection, Public Health <br />and Safety. Dr. Biggers presented a petition to the Board of Commissioners <br />worded as follows: <br />"The physicians, whose signatures appear below, are alarmed about <br />the ever increasing public health hazard imposed by imprudent land use <br />on the watershed adjacent to municipal water resevoirs, i <br />Our primary concerns are effluent waters from septic tanks, <br />industrial waste waters, inaectidides, herbicides, and toxic chemical <br />substances whioh find their way into public water supplies. The <br />cumulative effects of this pollution are incompletely defined at present, ~ <br />but currently available data dictate the need for greatly increased <br />vigilance in this matter. We urge our local and state government <br />officials to enact appropriate legislative measures to protect a most ' <br />valuable natural resource - clean water." ~ <br />Dr. Biggers stated that current state laws and public health regulations <br />are designed to control coliform bacteria, however, doctors are beginning to <br />realize that perhaps the current laws are net strigent enough to prevent <br />contamination by the spread of viral particles, Be stated that these particles <br />spread rapidly in streams located both under ground and above ground. Dr. <br />Biggers stated he wished the Beard to be advised that a problem of serious <br />dimensions probably did exist and that he felt the County should give <br />consideration to action while it was still practical to protect the various <br />watersheds of the County. <br />actionhonrthisWmatterasametim~inBtheefuturetandethatrtheysdidnappreciate <br />his sharing with them hie knowledge on the subject. <br />Mark Hurnham read to the Board of Commissioners a portion of a grant <br />application being filed by the State of North Carolina with the Bureau of <br />Outdoor Recreation for matching funds to assist them in acquiring from the <br />Nature Conservancy certain lands in Orange County in the general area of the <br />proposed Wilderness Park. Mr. Burnham stated this matter would come before <br />the Triangle J Council of Governments at its meeting on Wednesday the 25th. <br />If Orange County desired to comment on this application that meeting would be <br />the appropriate time for the Board to be heard. <br />Mr. Burnham stated that on Monday night the County Planning Board did <br />approve a subdivision plat in Eno Township, however, the developers were planning <br />to tap onto the Hillsborough City Water supply and that the proposed water <br />line tc this subdivision would be six inches (b") in diameter and more than <br />four (1~.) miles long. He stated that the planned action of the developers <br />emphasized again the need for a uniform countywide water and sewerage <br />extension policy. Mr. Burnham purposed to present to the Board additional <br />information on the matter provided that they were interested in establishing <br />a uniform policy. Mr. Burnham was instructed to pursue the matter of a <br />uniform countywide water and sewerage policy. <br />The following actions all relating to the joint sanitary landfill <br />operation were moved by Commissioner Ira A. Ward: <br />1. That the County ap rove purchase of a bulldozer at the joint <br />landfill (low bid $4q,(~CO) and the payment of our share of <br />the total cost (43~) or $21,242 to be paid for from the Revenue <br />Sharing Fund. <br />2. That the County approve the payment of its share of the first <br />_ installment on the cost of the landfill site (whioh is 43~ of <br />:. $135,054.86 or $58,073.$9). These funds are to be taken from the <br />Revenue Sharing Fund. <br />3. That the County ap rave ayment of its share of the coat of a <br />~- compactor (43~ of $p57,79~.00 or $24,851.42) to be used at the <br />joint landfill site. These funds are to be taken from the Revenue <br />Sharing Fund. <br />
