"""~~ ~ F.'„E 5:]U MI:Vi7TES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />April 17, 1973 <br />The $oard of County Commissioners of Orange County met in regular session on <br />Tuesday, April, 17, x973, at 8 o~cloak P.M, in the Superior Courtroom of the <br />Courthouse in Hillsborough, North Carolina. <br />Members Present: Chairman C. Norman Walker and Commissioners Henry..S..Walker, <br />Ira A, Ward, Flora Garrott and Richard E. Whitted. "`~ <br />Members Absent: None <br />Commissioner Ira A, Ward presented the following Resolution; _ -- <br />"The Board of County Commissioners aincerelq appreciates the <br />kind and generioua offer of Miss Rebecca Wall to give her homeplace, <br />"the Burnside Estate", at Hillsborough to the people of Orange County <br />for a new public library site. <br />Gifts of this magnitude from public spirited citizens such as <br />Miss Wall oaaur so infrequently this Board of County Commissioners does <br />not want to let the opportunity to openly recognize Miss Wall for her <br />gesture pass by unnoticed. <br />Unfortunately at the present time we see no waq the County can make <br />any effective use of the main structure, Ekhaustive analgais by architects <br />and engineers lead to the decision it is impractical to convert the main <br />structure into a library. Therefore, after giving careful consideration, <br />both to alternative uses of the main structure and to the cost of repair <br />and maintenanoe of this building, the Board of County Commissioners <br />feels it cannot justify proceeding further with this project. <br />We are hereby instructing the Chairman and County Attorneq to return <br />title of the property to Mias Wa11:as soon as practical. <br />Again we would like to express to Mias Wa11 both our personal thanks <br />and the appreciation of the people of Orange County for her effort to help <br />the Board of Commissioners secure a better library for the residents of <br />this community. <br />Walkerpoitmwasomoved0and adopted,lthat~therResolutiondbeyunanvimouslyeadaepteds~ <br />Commissioner Flora Garrett stated that she did not want the adopted Resolution <br />HillsborcughaareaposOther memberscofatheaBoardoagreadnwithiCommissionereGarrett~a <br />statements. <br />The Chairman recognized Marion Alexander of Chapel Hill. Mr. Alexander <br />stated that he was present representing a roue of citizens who were interested in <br />the recently adopted one hundred per cent (10C;6) tax assessment ratio. Mr, <br />Alexander requested that the Board consider passing a Resolution that would revoke <br />the previous nation of the Board and re-establish the seventy (7C~) percent tax <br />ratio and keep the ratio at that percentage until 1977. Copies of Mr. Alexander~s <br />remarks were filed with the Clerk. <br />The Chairman recognized George Williams, Superintendent of the County School <br />Unit and Tohn Midgett, Supervisor of the Neighborhood Youth Core. They stated <br />that the regular gouth core program would not be funded during the coming summer <br />months. This program, in the past, had offered up to twenty-six (26) hours of <br />work per week to approximately seventy (70) children from low inapma family <br />backgrounds, Mr, Williams said that the school unit had been assured that the <br />Neighborhood Youth Core Program would be funded during the 1973-197Li. school year, <br />but that theq had no assurance that these funds would be available, therefore, <br />Mr. Williams did request that the County appropriate $30,010.00 for the funding <br />of the Neighborhood Youth Core Program during the coming summer. He stated that <br />the request for these funds had been approved by the County Board of Education. <br />Chairman Norman Walker advised the men that the Board would have to take <br />this matter under consideration. <br />Mr. Williams then requested the Board to appropriate $6,300.00 for the <br />operation of a summer recreation program that would be under the supervision <br />of school personnel who would utilize the current school facilities. He stated <br />that this request for funds had also been approved by the County Board of <br />~.ucation. Dissuasion ensued. <br />Tt was agreed that the request for funds for a summer recreation program <br />should be referred to the County Recreation Studq Committee for their recommendations <br />and comments. <br />
