a <br /> development and operations reflect the desires of the surrounding community to the <br /> greatest extent practicable. <br /> After a brief presentation, public comment, and general discussion, the BOCC gave <br /> the following feedback and direction to County management: <br /> • Investigate on a parallel track to proceeding with siting of a transfer station as <br /> determined possible alternative approaches, partnerships, and methodologies for <br /> solid waste disposal in Orange County, in consultation with the Solid Waste <br /> Advisory Board and other interested citizens <br /> • Form an advisory board and add to the mission to address the concerns of citizens, <br /> with the goal of minimizing impacts on the citizens, and invite the towns to <br /> participate in the process in the process <br /> The County staff and consultant team has met and is proceeding along parallel tracks by <br /> in the ongoing analysis of the two sites selected along Hwy. 54 and developing <br /> alternative solutions to that plan. Our intent is to use the Solid Waste Advisory Board <br /> (SWAB) as the convener and forum for reviewing and evaluating various alternative <br /> approaches, including the co-generation concept raised by UNC; revisiting the GBB <br /> report: Alternative Waste Processing Technologies Assessment, and information <br /> submitted by Orange County Voices (OCV) on private vendor contracts. <br /> The University, OCV, private haulers/vendors, and other stakeholders will be invited to <br /> participate in an open, structured dialog to bring a comprehensive response back to the <br /> Board by April 2009. The SWAB met on February 6 to begin their role in the overall <br /> process including work elements and a schedule to meet the charge from the Board. <br /> Members of Orange County Voices were in attendance and are expected to remain active <br /> throughout the discussions. <br /> The second motion dealing with the Community Advisory Group (CAG) stipulated the <br /> towns were to be specifically invited to participate. The CAG will be convened once the <br /> final site is selected as its representatives most likely will come from the immediate <br /> neighborhood. As we approach the point of decision, County management will draft a <br /> letter to the Town Mayors from the Board Chair apprising them of the Board decision to <br /> establish a CAG using the model presented by Olver, Inc. on January 22. The letter will <br /> request the Towns consider naming representatives such as their public works <br /> professionals to be involved. <br /> 2 <br />
