2 <br /> NC 1N s <br /> The NCGS field-located the original line description to the best of its ability during the summer <br /> of 2008. The proposed `NCGS line' (shown in green on Attachment 1) has been mapped on • <br /> the GIS drawings of both counties and compared to what the counties had determined as <br /> boundary line locations. These other lines are shown as Orange County (orange) and <br /> Alamance County (purple). As can be seen on Attachment 1, there is variation in the line <br /> locations on the map. <br /> Upon completion of NCGS work, Orange County and Alamance County staff were able to <br /> assess which properties were affected and mailed letters (sample provided at Attachment 2) to <br /> 422 individuals that were in the vicinity of the verified line as well as the boundary lines from <br /> each county. To assist in the determination of a permanent resolution for the line, Alamance <br /> and Orange County staff sought public input. <br /> Two public information meetings were held regarding the county line and residents were <br /> encouraged to attend a meeting to learn more and ask questions. The dates, times, and <br /> locations of the public information meetings were as follows: <br /> Wednesday, September 3, 2008, 6:30 p.m. -- Hebron United Methodist Church — <br /> Fellowship Hall, 2325 Mebane Oaks Road, Mebane. <br /> Thursday, September 4, 2008, 6:30 p.m. — Mebane Arts and Community Center, 622 <br /> Corregidor Street, Mebane. <br /> Additionally, a website has been established to provide responses to anticipated questions. <br /> The website address is: http://www.co.orange.nc.us/planning/NCGSCountyBoundary.asp. <br /> The summary notes of the outreach meetings are provided at Attachment 3. The charts and <br /> tables analyzing responses are included at Attachment 4. <br /> A brief update was given to the BOCC on October 7, 2008 by Assistant County Manager Willie <br /> Best. Identification of different options was requested. <br /> y1 <br /> „ ■{ <br /> KGiiY ibPcf.B <br /> On January 22, 2009, Orange County and Alamance County staff met to discuss next steps and <br /> review legal research developed by the Alamance County Attorney. Next steps include a review <br /> and analysis of three possible options addressing implementation of the NCGS line or an <br /> alternative boundary. <br /> The staffs of both counties suggest a joint county commission meeting for late February or early <br /> March to discuss options for both Boards to resolve through consensus. The joint meeting <br /> would allow both Boards to hear the positives and negatives associated with any of the <br /> proposed options. The Boards may elect to maintain the boundary line as surveyed by NCGS <br />
