ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: February 17, 2009
Action Agenda
Item No. 6—C.,
SUBJECT: Federal Stimulus Package
DEPARTMENT: Administration PUBLIC HEARING: (Y/N) No
ATTACHMENT(S): INFORMATION CONTACT:
1. List of county Projects Name, Phone Number
2. Chapel Hill-Carrboro Schools Projects Willie A. Best 245-2308
3. Orange County Public Schools
Project
4. HUD Appropriations Projects
PURPOSE: To request the Board of County Commissioners consider the approval for
submission the attached list of projects for the Federal Stimulus Appropriation Package and the
resubmission of two projects for the Trans-HUD Subcommittee to Congressman David Price's
office.
BACKGROUND: The Federal Government in consideration of a federal stimulus legislative
package to stimulate the nation's economy is requesting "shovel ready" projects. The number of
projects when developed will create a number of job opportunities that will put people back to
work, stimulate the local economy and create a positive impact regionally. County staff compiled
the proposed list of county projects for the Board's consideration. The list provides a variety of
projects ranging from sewer system projects, park projects, highway projects, broadband and
school construction.
Both the Chapel Hill-Carrboro Schools and the Orange County Schools have provided individual
lists of construction and renovation projects for the Board's consideration for potential stimulus
funding. The stimulus legislation continues to be under review by the House and Senate with a
tentative agreement reached. The approval of a stimulus bill is not expected to reach the
President's desk until mid to late February.
Congressman Price's office has indicated there will not be local or state specific earmarks in the
stimulus legislation. It is anticipated the new funding will be provided through existing federal
programs and funneled through the state and the state will be responsible for distributing the
funding through their normal processes.
Last year Orange County provided a request for three projects through the Congressman's
office: Orange County's Value-Added Agriculture Processing Center, US Highway 70/Cornelius
