3 <br /> FINANCIAL IMPACT: Participation in the Jordan Lake Partnership and signing the MOU will <br /> commit the County to a cost-share of $2,500 per year through FY 2013-2014 and perhaps <br /> beyond. Additional costs will be incurred incrementally if the County chooses to 1) participate in <br /> the Water Supply Plan, 2) upgrade its current level of allocation and participate in the planned <br /> allocation increase request, and/or 3) participate in the intake capital project. The Water Supply <br /> Plan cost share may occur in FY 2009-10 (a cost estimate is being prepared at this time — the <br /> total cost to be shared by all jurisdictions proportionally is not expected to exceed $90,000), and <br /> all other costs are projected for future years. <br /> The County currently pays $2,800 per year to the State for its Level II 1.0 mgd Jordan Lake <br /> allocation. By way of example, to upgrade to a Level I allocation and simultaneous increase to <br /> 3-5 mgd would likely increase the annual cost to $20,000 to $30,000 per year (not including <br /> partnership costs listed above). The remaining future costs to the County would be dependent <br /> on the degree to which the County chooses to participate in other aspects of the Partnership. It <br /> should be noted that having multiple partners participating in the project decreases the <br /> proportional cost per jurisdiction. <br /> RECOMMENDATION(S): The Manager recommends the Board discuss the proposed <br /> Memorandum of Understanding, review the comments and responses from the January 27 work <br /> session, and if satisfied, authorize the Manager to sign the Memorandum of Understanding and <br /> direct the Manager and staff to pursue any needed interlocal discussions or agreements on <br /> growth management and elected official policy oversight. <br />
