ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: February 17, 2009 <br /> Action Agenda <br /> Item No. 4- - h <br /> SUBJECT: Bid Award: Phase 2 Justice Facility Renovation Asbestos Abatement <br /> DEPARTMENT: Purchasing PUBLIC HEARING: (Y/N) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Bid Tabulation Pam Jones, 919-245-2652 <br /> PURPOSE: To consider awarding a bid to Environmental Holding Group of Morrisville, North <br /> Carolina in the amount of $39,900 for asbestos removal and disposal from specific areas within <br /> the Courthouse renovation area. <br /> BACKGROUND: With completion of the addition to the Justice Center, the commencement of <br /> the renovation of the existing building is imminent. The removal and disposal of identified <br /> asbestos sources within the building is required as the first component of renovation. Early <br /> assessment revealed asbestos content in some building materials such as floor tile, mastic, pipe <br /> wrap insulation and acoustical ceiling tile. An abatement plan was prepared by Mactech <br /> Engineering, Inc. and forms the basis of the bid which the Board is requested to award. <br /> Bids were received from five of the seven vendors solicited under bid number 1568. As <br /> reflected in the attached bid tabulation Environmental Holding Group of Morrisville, North <br /> Carolina submitted the lowest responsive bid that was responsible at a total cost of$39,900. <br /> The abatement effort will begin following the relocation of all personnel from the affected areas <br /> and issuance of the appropriate permits. Work will be done after regular business hours, when <br /> possible, and contained in accordance with applicable regulations and safe construction <br /> practices when occurring during business hours. Abatement activities are anticipated to <br /> commence around February 20, 2009. <br /> FINANCIAL IMPACT: Sufficient funds to cover the $39,900 contract are included in the 2008- <br /> 2018 Capital Investment Plan as part of the Justice Facility Expansion Project. <br /> RECOMMENDATION(S): The Manager recommends the Board award a bid to Environmental <br /> Holding Group of Morrisville, North Carolina in the amount of $39,900 for asbestos removal and <br /> disposal from specific areas within the Courthouse renovation area; and authorize the Director <br /> of Purchasing to execute the necessary paperwork. <br />
