`7 7 F1SE 546 MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />April 2, 1973 <br />The Board of County Commissioners of Orange County met in regular session <br />on Monday, April 2, 1973, at 10 o'clock A. M. in the Conference Room of the <br />Social Services Building. <br />Members Present: Chairman C. Norman Walker and Commissioners Henry. S. Walker, <br />Ira A. Ward, Flora-Garrett and Richard E. Whitted. <br />Members Absent: None <br />In the absence of the Clerk the County Administrator read the minutes of <br />the previous meetings and took the minutes of the current meeting. <br />The Chairman recognized Clayton Haithcock, County Zoning officer. Mr. <br />Haithcock presented the following plats and stated that all had been approved by <br />the County Planning Board; <br />Map of A. K. Jackson property located in Eno Township. Said property had <br />been re -zoned for a commercial subdivision. <br />Upon motion of Commissioner Henry S. Walker, seconded by Commissioner Richard <br />E. Whitted, it was moved and adopted, that said map be approved for filing. <br />Final Plat of Section Two of Robbin Wood Development, property of Ed Tenney <br />located in Chapel Hill Township. It was stated that the developer now planned <br />to construct a central water system that would be, in the future, enjoined into <br />the water system of the Town of Carrboro. <br />Upon motion of Commissioner Henry S. Walker, seconded by Commissioner Ira <br />A. Ward, it was moved and adopted, that the final plat of Robbin Wood be approved <br />for filing. <br />Map of Trinkers Manor, property of Joe Matthews located in Chapel Hill Township. <br />Upon motion of Commissioner Ira A. Ward, seconded by Commissinner Richard <br />E. Whitted, it was moved and adopted, that said map be approved for filing. <br />Map of a minor subdivision being developed by R. Glenn Whitfield. <br />Upon motion of Commissioner Ira A. Ward, seconded by Commissioner Flora <br />Garrett, it was moved and adopted, that said map be approved for filing. <br />Map of a minor subdivision of Frank McCormick. <br />Upon motion of Commissioner Ira A. Ward, seconded by Commissioner Flora <br />Garrett, it was moved and adopted, that said map be approved for filing. <br />The Chairman recognized a delegation that was led by William Dorsett and <br />Frank Miller. These men spoke in behalf of legislation that concerned tax <br />assessment of farm lands. They requested that the Board of Commissioners endorse <br />House Bill #585 and Senate Bill #1116. Discussion ensued concerning the advantages <br />and disadvantages of the proposed legislation. <br />William C. Ray stated that the proposed legislation had often been described <br />as affording preferential tax treatment to farm land, but that the legislation did <br />in reality offer realistic tax assessment for farm property. He stated that the <br />present land prices and the high taxes on farm land was making it extremely difficult <br />for the farmer to make any profit. <br />Commissioner Henry S. Walker moved that the County endorse House Bill #585 <br />and Senate Bill #1116. <br />Commissioner Ira A. Ward stated that he warted to delay the vote on Commissioner <br />Henry S. Walker's motion in order to allow further study relative to the ultimate <br />effect of the proposed legislation. <br />Commissioner Flora Garrett offered an amendment to Commissioner Henry Walker's <br />motion. The amendment was to the effect that the Boards endorsement be limited <br />to the bills as they presently were introduced with no major amendments being <br />added that might hurt the bona fide farmer. <br />Commissioner Henry S. Walker agreed to accept Commissioner Flora Garrett's <br />amendment whereupon Commissioner Flora Garrett seconded Commissioner Henry Walker's <br />amended motion. Said motion was unanimously adopted. <br />The Clerk was directed to write the County Commissioners Association and <br />the Representatives in the legislature advising them of the limited endorsement <br />by the County on House Bill #585 and Senate Bill A,16. <br />
