Orange County's practice for adopting small area plans calls for lmplementatian measures to be adopted subsectuently as separate actions. Essentially, the small area plans in Prange County are documents tl•ta# contain tasfc force recornrnendationswtth implementation of th~rse recommendations to occur at a later date. 7'he following presents an update on the actions required to irrtplernent some of the recornmsndatiorES contained lrr the three adopted small arcs }Mans. Efland-l~lebane Srrra(I Area Plan The ~OCC adopted the Efland-ltillebane~SAP on .tune 27, 2046. Further . implemrn#ation of the plan (one impiementatlan measure -the Efland Cheeks Zoning Overlay Distfict-has been adalated) will require additional actions. Specifically, the faHawing actions must be completed: 1. Adept the Efland-Mebane SAP as part of the Cornprel~ensive Plan; 2. Decide -vhether the suggested cE~anges to the 1Nater and Sewer Management Planning and Boundary~Agreernent will fie pursued. If the sugges#ed changes are to be pt~tsued, this action needs to occur first. 3. Revise the Land Use Element map to reflect the Possible 1=oture Larrd Use Map contained in tf~e SAP artd revise the Land Use Element text to include the new land use categories. q.. Develop along-range t+~laster Plan for water and sewer services, Additionally, an engineering study of the existing Orange-Alamance 1Nater System 4OAWS~ should be comple#ed in cooperation w~h QA1NS. 5. Develop design guidelines fflr file designated Mixed Use E#[and Core .Area. 6. Additional 2oriirtig Qrdirrance text changes will likely be necessary in order to increase cians[ty in the planning area, as the SAP sraggests.
