In <br />December 200~E, the BOCC selected.the Betger Group and the University of <br />North Carolina -Charlotte Urban Institute to complete Phase 1. By June 2005, <br />the BC]CC appointeci the TDR Task l=atce and in Jwne 200fi, the SOCC received <br />the Feasibility Study re{~ort Background Research and C7at~ Gathering -Phase 1 <br />and Feasibility Study and Concept Plan -Phase 11) and affirmed the TasE4 Force <br />recommendation that file pragra~rt continue. The BOCC gave formal notice to <br />proceed with Phase Ill (Program Design and lmplerYtiantataon Plank in aecember <br />2a4B, but the term of the contract was extended to allow sufficient time to adopt <br />the Comprehensive Plan.
