In December 200~E, the BOCC selected.the Betger Group and the University of North Carolina -Charlotte Urban Institute to complete Phase 1. By June 2005, the BC]CC appointeci the TDR Task l=atce and in Jwne 200fi, the SOCC received the Feasibility Study re{~ort Background Research and C7at~ Gathering -Phase 1 and Feasibility Study and Concept Plan -Phase 11) and affirmed the TasE4 Force recommendation that file pragra~rt continue. The BOCC gave formal notice to proceed with Phase Ill (Program Design and lmplerYtiantataon Plank in aecember 2a4B, but the term of the contract was extended to allow sufficient time to adopt the Comprehensive Plan.
