In <br />December 200~E, the BOCC selected.the Betger Group and the University of <br />North Carolina -Charlotte Urban Institute to complete Phase 1. By June 2005, <br />the BC]CC appointeci the TDR Task l=atce and in Jwne 200fi, the SOCC received <br />the Feasibility Study re{~ort Background Research and C7at~ Gathering -Phase 1 <br />and Feasibility Study and Concept Plan -Phase 11) and affirmed the TasE4 Force <br />recommendation that file pragra~rt continue. The BOCC gave formal notice to <br />proceed with Phase Ill (Program Design and lmplerYtiantataon Plank in aecember <br />2a4B, but the term of the contract was extended to allow sufficient time to adopt <br />the Comprehensive Plan. SGRC Gva1s include the following: <br />• Preserve the farm economy; <br />• Pratec#. c#r~nlcing water resources; <br />• Preserve environmental and cultural resources; <br />• >~reserve the character ofrural Orange Co+~nty; and <br />• Avoid excess public costs to provide wa#er, sewer, and education <br />S~rViGeS_ <br />`Fhe program objectives are tQ dit`ect growth and developrn+~nt activities away <br />from important natural and cultural resources by shiftirFg Chase actiwifies to areas <br />better able to atxomrr-odate them. lrnpartant str~dy conclusions are as follows; <br />• The }~rogra~n shall be strictly voluntary, <br />• far now, only County-tp-County transfers will be considered, <br />The County will not maintain a "Bank," <br />• The program will be titled -`Strategic Growth and Resource Conservation" <br />• Use existing enabled ordinances, such as Zoning, Conditional Toning, <br />anti l:~evelopmsnt Agreements, <br />Below are summaries of planning principles, goals arEd objectives found In Phase <br />ll of the Corr~prehensive Plan Update, approved on ~lovemt>er ~ 8, 2Q4?8, which <br />provlde direction #o SGf2C concepts.
