A request for re-zoning from residential to general commercial a tract <br />of land owned by Grey Moody. The Board wen advised that the County Planning <br />Board had approved the request. <br />IIuon motion of Commissioner Ira A. Ward, seconded by Commissioner Henry S. <br />Walker, it was moved, that said request for re-zoning be approved. There were <br />three ayes and -two nays. Chairman Walker declared the motion passed. <br />2. A plat of the property of C. 5. Robinson Subdivision. The Board was <br />advised that the County Planning Board recommends approval of said plat. <br />IIpon motion of Commissioner Tra A. Ward, seconded by Cotmnisaioner Flora <br />Garrett, it was moved and adopted, that the certificate oP approval on said <br />plat be signed by the Chairman and the County Administrator. <br />3, Final Plat of a riew Section of Rollirigwood Subdivision. The Board was <br />advised that the County Planning Board had approved the recording of this plat. <br />IIpon motion of Commissioner Ira A. Ward, seoonded by Commissioner Henry S. <br />Walker, it was moved and adopted, that the certificate of approval on said <br />plat be signed by the Chairman and the County Administrator. <br />1}. Plat for Phase I of Robbins Wood Subdivision. The Board was advised <br />that the County Planning Board recommends approval of said plat. Discussion <br />ensued concerning this plat as the development was in close proximity to the <br />tTniversity Take watershed. A letter of protest against the development of said <br />subdivision had been filed with the Board by W. P. Biggers. <br />Dpon motion of Commissioner Flora Garrett, seconded by Commissioner Richard <br />Whittad, it was moved that the County Zoning Dffiaer was instructed to request <br />the Planning Board to fully investigate the percolation chareateristias of the <br />entire area and to advise the Planning Board that it was the opinion of the <br />Board of Commissioners that the District Health Director should investigate the <br />advisability of allowing one hundred (100) lots to be established in said <br />subdivision. <br />Chairman Walker recognized Walter McDade, Director of the Eflaad-Cheeks <br />Multi-Purpose Center. Mr. McDade was present to discuss the recreation project <br />that was being planned for the Efland-Cheeks area. He stated that the recant <br />action of President Nixon froze all Federal Funds and thus the Community Action -~ <br />Agency could not, at this time, proceed with the proposed project. <br />Commissioner Flora Garrett stated that she had studied the proposal that had <br />been made by Mr. McDade in behalf of the Community Action Agency and that this <br />investigation had caused her concern, in that, the County would be accepting the <br />financial responsibility for the project and that no mechanics, such as a Recreation <br />Commission, has been established for the operation of a recreation area. Commissioner <br />Whitted stated that he felt there was a tremendous need for a recreation project, <br />however, he shared the concern of Commissioner Garrett over the lack of the proper <br />facilities that could handle the project, He suggested that this could ba the <br />appropriate time for the County to consider a Recreation Commission. Chairman <br />Norman Walker stated that Commissioner Tra A. Ward had, at the Sanuary meeting, <br />suggested that the County consider the possibility of establishing a County <br />Recreation Commission and hs felt that he could, at this time, support such a move. <br />Covunisaioner Flora Garrett stated because of the interest shown by members of <br />the Board of County Commissioners in total county recreation and because oP the <br />growing interest in wilderness areas, such as the Eho River, and because of the <br />concern of the County~a people for some type of recreational facilities, such sa <br />swimming pools, baseball and football fields, tennis courts, particularly for our <br />young people; <br />T move that the County Board of Commisaionara set up a Recreation Study <br />Commission which would be cougniagioned to study the total recreational needs of the <br />County and should include but not be limited to parka, playgrounds, the use of <br />school facilities for sports, swimming pools and natural areas. This commission <br />should study scenic easements and the possible acquisition of land along the mo <br />River. The oouBnission should also study the possible co-operation with the <br />municipalities in the County. The Recreation Study Commission made up of ten (10) <br />people from all arses of the County should work with the Planning Board, Mark <br />Burnham, Tnatitute of q•overnment, and the North Carolina Department of Recreation <br />in order to prepare a thorough study of recreational needs in Orange County, <br />accompanied by cost projections. <br />
