ML`rOTE5 OF THE ORANGE CODNT`l °"°{ '7 ~~~~ 515 <br />BOARD OF COMMISSIONERS <br />January 2, 1973 <br />The Board of Commissioners of Orange County met in regular session in the <br />Conference Room of the Social Services $uilding in Hillsborough, North Carolina, <br />on Tuesday, January 2, 1973. at 10 o'clook a.M. <br />Members Present: Chairman C. Norman [talker, and Commissioners Henry S. <br />Walker, Ira A. Ward, Flora Garrett and Richard Whitted. <br />Members Absent: None. <br />Chairman Walker recognized Sohn L. Efland. Mr. Efland presented .a road <br />petition for SR 1338. Discussion ensued. <br />Upon motion of Co~iasioner Ira A. Ward, seconded by Commissioner Henry S. <br />Walker, the Clerk was authorized to forward the petition to the State Highway <br />Commission and to request the commission to aonduat a new traffic 0ount for <br />SR 1338 in order that the merits of the road might be re=evaluated. <br />Chairman Walker recognized Walter Ray, Bill Hayman, A11en Hawkifia and Clem <br />Moseley, Repreaentativea from the Alamanae-Burlington-Mebane Chamber of Commerce <br />and membara of the Industrial Committee. The group advised the Board that a new <br />industry was interested in locating near the Mattress Factory Road in the <br />Industrial Park. Mr. Hawkins stated that he was not at a liberty, at phis time, <br />to reveal the name of the industry. <br />Chairman Walker, recognized David Curl who presented a plat that had been <br />approved by the County Planning Board. <br />IIpon motion of Commissioner Ira A. Ward, seconded by Commissioner Henry S. <br />Walker, the Chairman and the Couaty Administrator was authorized to sign the <br />certificate of approval on said plat. <br />A letter relative to the railroad crossings on Homestead Road and the <br />Chapel Hill-Hillsborough road was presented. Discussion ensued. The Clerk wsa <br />instructed to forward the letter to the District Engineer of the State Highway <br />Department with an accompaning letter setting forth the complaints which had <br />been received relative to the matter of the railroad arosainga. <br />A petition signed by a number of citizens of the Hillsborough area was <br />presented. Said petition contained requests concerning the look of medical <br />service, the need for County Health Nurse service and a need for adequate <br />transportation to doctors and hospitals. The Clerk was inatruated to answer <br />the petition by supplying the needed data relative to sash category. <br />The Chairman recognized Walter McDade, Director of the Efland-Cheeks <br />Multi-Purpose Center. Mr. McDade presented a request for financial assistance <br />for the development of a recreation area in the Mebane-Cheeks area. He stated <br />that h® had talked with a representative of HUD and that this agency would expect <br />local participation of approximately $60,000.pO for the proposed project. Mr. <br />McDade said that a nine acre tract in the Efland-Cheeks area could be purchased <br />as a project site. The County Administrator stated that he had talked with a <br />HUD representative and that it wsa his understanding that HVD could not make a <br />grant to a private agency. This means that the grant must be made to the County <br />and that the County oould appoint an agency to develop and operate the proposed <br />recreational project, however, the ownership and the responsibility of the <br />project would remain with the Gounty. Mr. McDade stated that the monies needed <br />would not have to be appropriated at this time, but a committment for funds must <br />accompany the grant application. He stated that he felt, through citizen <br />participation, the University of North Carolina at Raleigh and the Agriculture <br />Conservation Department would all be ao-participants in the establishment of <br />the recreation project and that their participation would amount to approximately <br />$30,000.00. Discussion ensued. The County Attorney was requested to review the <br />grant application form and to advise the Board as to what liability the County <br />would incur upon signing the grant application. Mr. McDade was requested to meet <br />with the Board on Tuesday, January 16th at which time the County Attorney would <br />give a ruling on the matter. <br />The Chairman announced that this was the time, date and place Par the <br />public hearing which had been scheduled on December 1~., 1972, on the matter of <br />withdrawal of a sixty (60') foot unnamed drive designated on the plat of Roger G. <br />Cash. The petition which is recorded in Commissioners Minute Dockets 7 on page <br />_ $10 was read by C. Thomas Biggs, Attorney at Law, Durham, North Carolina. Chairman <br />.Walker asked if there was anyone present who objected to the abandoning of the <br />road designated as unnamed drive located on the property of Roger Q. Cash. 190 <br />one came forward to object to said petition. <br />j <br />
