':S ~ "~° SO2 MINUTES OF THE OR_~NGE COUNTY <br />BOARD OF COMMISSIONERS <br />November 20, 1972 <br />The Board of County Commissioners of Orange County met ir_ the pistrict <br />Courtroom of the Courthouse in Hillsborough, PTorth Carolina at 7:30 o'clock <br />P. M, on Monday, November 2C, 1972, <br />Members Present: Chairman Harvey D. Sennett and Commissioners genry S. - <br />Walker, Ira A. Ward and C. Norman Walker. <br />Members absent: Commissioner William C. Rap - <br />There were three property' owners present to protest the tax assessment ` <br />which had been levied against their property, they were; J. F. Idatthews, Jr „ <br />owner of the Acres of New Hope Subdivision; W. S. Turner, owner of the Hills of <br />New Rope; and R. S. Lloyd. <br />The Tax Supervisor advised the Board that the unsold lots in these developments <br />had up through the year 1971 been assessed on an acreage basis. Be stated that <br />he understood that the ma5ority of the lots in the developments had been sold <br />and that he saw no re&aon to continue the policy of an acreage basis assessment. <br />Each of the developers contended that they felt it was proper to continue the <br />assessment on the unsold lots on an acreage basis. Dissuasion ensued. No action <br />was taken on the matter as the Board decided to ta'de the matter under advisement. <br />There being no further business to come before the Board the meeting was <br />adjourned. <br />Harvey D. Gatti s, Acting Clerk <br />MINIITES CF T~ OR9NGE' CCUNTY <br />SGARp CF COI!T~ITSST_GNERS -' <br />November 21, 1972 <br />The Board of Commissioners of Orange County met in the District Courtroom <br />of the Courthouse in Hillsborough at 7:30 o'clock P.M, on Tuesday, November 21, <br />1972 in special session. <br />:4mbers Present: Chairman Rsrvey D. Sennett and Commissioners William C. Ray, <br />Renry S. ?dalker, Ira a, idard and C, Norman 'walker. <br />Members Absent: None <br />Chairman Bennett reaognixed auentin Patterson, Agent for the District Soil <br />Conservation Department. Mr, Patterson disausaed with the Board the construction <br />of sediment structure ~1 on the Lake Orange watershed. Tae stated that H, L. <br />Barris, the developer of a golf course adjoining Lake Grange, was not satisfied <br />with the standard right of way easement being offered to hin by the county. Nrr. <br />Patterson stated that Mr, Harris was concerned about the possible flooding of <br />the greens on the golf course and he wanted- some assurance that the County would <br />pay for any damages incurred by the flooding of his property. Mr. Patterson <br />advised the Soard that the lowest green on the course was at seven or eight feat <br />elevation above the top of the proposed sediment structure and he felt that no <br />damage would be incurred in the case of a severe flooding. He stated that he <br />would recommend that the county accept the request of Mr. Harris and insert the <br />provision of liability for damages in case of flooding in the proposed right of <br />•rray agreement, <br />TTpon motion of Commissioner Henry Walker, seconded by Commissioner Ira A. <br />?lard, it was moved and adoated, that the County execute a right of way agreemar_t <br />with H.
