MINti'I'F.S OF THE DHAAIGE COUNTY <br />BOARD OF COMAtiISST0I1ER5 ~"( ~ .'"E Q9~ <br />November 6, 1972 <br />Ths Board of County Commissioners of Orange County met in regular session <br />in the Conference Room of the Soci&1 Services Building in Hillsborough, North <br />Carolina, on Monday, November 6, 1972, at 10 o~alock A. M. <br />Members Present: Chairman Harvey D. Sennett, and Commissioners William C. <br />Ray, Henry S. Walker, Ira A. Ward and C. Norman Walker. <br />Members Absent: None <br />The Clerk was directed to dispense with the reading of the minutes of the <br />previous meetings. <br />Chairman Bennett recognized Paul Seibel of Chapel Hill. Mr. Seibel seated <br />that a non profit corporation plena to build forty (L}0) apartment unit buildings <br />in the Town of Chapel Hill and that these unite would be leased to the Housing <br />Authority. He stated that the construction of said units would be financed <br />through municipal type bonds and that he had, recently, learned that the proposed <br />apartments would fall in the category of other public housing, therefore, he <br />was requ®sting the County to issue a letter or some type of document certifying <br />to th®.fact:that said property would enJoy a partial tax exempt status. Mr. <br />Seibel advised the Beard that ha had discussed the matter with the County <br />Administrator and that the Attorney Generals office had been requested to <br />render a ruling on the question df the tax exempt status of the proposed project. <br />Mr. Seibel stressed that time w&s of the essence in hie planning and that he <br />would like to have an indication from the Board what action they felt they <br />would take on the request. Mr. Gattis adviaed.Mr. Seibel that he could assume <br />that the Beard would adhere strictly to the General Statutes and that he would <br />suggest that they must wait for the ruling from the Attorney General's office <br />prior to taking any action on the matter. <br />Chairman Bennett recognized Clayton Haithcock, Zoning Officer. Mr. <br />Haithoock presented the following plats for approval and he stated that each <br />plat had been approved by the County Planning Board; <br />1. Bernice R. Smith Subdivision located in Chapel Hill Township. <br />Upon motion of Commissioner Ira A. Tdard, seconded by Commissioner Norman <br />Walker, it was moved and adopted that Chairman Bennett be authorized to sign <br />the Bernice R. Smith Subdivision plat. <br />2. Final Plat, Lot l} and 5 Partin 1ii11s <br />Upon motion of Commissioner Z+lilliam C. Rap, seconded by Commissioner Norman <br />Walker, it was moved and adopted, that Chairman Bennett be authorized to sign <br />the final plat of lot L~. and 5 of Partin Hills. <br />3. Section 1 Meadow Estates, property of Joe Berini in Eno Township on <br />Pleasant Green Road. <br />Upon motion of Commissioner Henry S. Walker, seconded by Commissioner <br />Ira P_. Ward, it was moved and adopted that Chairman Bennett be authorized to <br />sign the plat of Section 1 Meadow Estates. <br />A4ark Burnham, Research Triangle Planning Commiasi.on, advised the Board <br />that the Council. of Governments had made a survey including Durham, Orange and <br />Wake Counties relative to the mobile home parka that were located in each <br />county. Mr. $uurham presented copies of the maps and they revealed that in <br />proporta,on Orange County had a larger percentage of mobile home parks than <br />did Durham and Wake: He stated that the final analysis was not yet available <br />as to the reasons that so many parks were being located in this particular <br />area. <br />Airs. Carl Anderson presented a petition signed by thirty-two (32) landowners <br />who own land on the Eno River. Said petition read as follows; <br />"We, th® undersigned Orange County land-owners, who hold frontage <br />on the Eno River or lands closely ad~aaent thereto, do earnestly <br />~.~ petition the Orange County Commissioners to take such action as they <br />can to protect our property from lan3 condemnation by the City of Durham." <br />Discussion ensued relative to the matter and Mr. Bennett advised the Board <br />that it was his understanding that the City of Durham had chosen an alternate <br />site for its proposed reservoir. <br />A road petition was presented for Pine Trail which is located in the <br />Whispering Pines Subdivision. <br />Upon motion of Commissioner Norman Walker, seconded by Commissioner Ira <br />A. Ward, it was moved and adopted, that said petition be accepted. <br />
