DRAFT MINUTES - NOT APPROVED YET <br /> 1 Eno EDD Area Small Area Plan <br /> 2 •Total planning area: 942 acres <br /> 3 •Mixed Use area: 297 acres (excluding rights-of-way) <br /> 4 Recommended residential land area: <br /> 5 25% of mixed use area = 74.25 acres <br /> 6 Whispering Pines SF res.= 54 acres <br /> 7 Area for additional residential = 20.25 acres plus <br /> 8 New residential units constructed above non-residential uses shall not count toward 25% <br /> 9 acreage limit <br /> 10 <br /> 11 Eno Mixed Use <br /> 12 Proposed Definition: <br /> 13 Land located in areas served or to be served by public water and sewer where a mix of <br /> 14 residential, commercial, office, services, and light industrial uses are appropriate on a district- <br /> 15 wide basis. Individual parcels may contain a single use or more than one use. New residential <br /> 16 uses within the Mixed Use area shall have a minimum density of six (6) units per acre. <br /> 17 Examples of housing at this density include attached homes, patio homes, and apartments. In <br /> 18 order to encourage non-residential uses, no more than 25% of the acreage within the district <br /> 19 shall be comprised of residential uses on single-use parcels. However, residential units <br /> 20 constructed above non-residential uses shall not count toward the residential acreage limit. <br /> 21 <br /> 22 Proposed Schedule: <br /> 23 December 3, 2008 Planning Board meeting for recommendation to BOCC <br /> 24 •January 22, 2009 BOCC meeting for decision regarding amendment to proposed land use <br /> 25 category <br /> 26 <br /> 27 Commissioner Foushee said that the same concerns that the Planning Board and Board <br /> 28 of County Commissioners have about the additional residential acreage are the same concerns <br /> 29 that the task force had. The task force accepted the recommendations of the staff. <br /> 30 Commissioner Gordon asked clarifying questions about the Durham's Urban Growth <br /> 31 Boundary and Perdita Holtz said that Durham has consulted with Orange County on this. <br /> 32 <br /> 33 NO PUBLIC COMMENT <br /> 34 <br /> 35 Larry Wright asked if the Durham representative was at the task force meeting and <br /> 36 Perdita Holtz said that he could not attend, but had no comments or reservations about the <br /> 37 recommendations. <br /> 38 Chair Jacobs thanked the task force and staff because he had raised reservations about <br /> 39 the lack of allowance for residential to make this true mixed use, and this is a rational and <br /> 40 adequate amount of opportunity to have true mixed use in this area. <br /> 41 A motion was made by Commissioner Foushee, seconded by Commissioner Nelson to <br /> 42 receive the proposed amendment to the Eno EDD Area Small Plan; refer the matter to the <br /> 43 Planning Board for a recommendation to be returned to the Board of Commissioners no later <br /> 44 than January 8, 2009; and adjourn the public hearing until January 22, 2009 in order to receive <br /> 45 and accept the Planning Board's recommendation. <br /> 46 VOTE: UNANIMOUS <br />
