January 14, 2009 Planning Board <br /> Draft Minutes <br /> PURPOSE: To take action on the amendment of the Eno EDD Area Small Area Plan by revising <br /> the definition of the Eno Mixed Use proposed land use category to specify an acreage limit for <br /> residential development within the Mixed Use area. <br /> BACKGROUND: The Eno Economic Development District (EDD) is located within Eno <br /> Township in the east-central portion of Orange County. The planning area addressed in the <br /> Eno EDD Area Small Area Plan (SAP) is comprised of approximately 942 acres. One of the <br /> land use recommendations contained within the SAP is the establishment of a Mixed Use area <br /> that encompasses 297 acres of the planning area, excluding rail and road rights of way (see <br /> Attachment 1). The proposed Mixed Use area is envisioned as a mix of residential, commercial, <br /> office, services, and light industrial uses. <br /> At the time of adoption of the Eno EDD Area Small Area Plan, the BOCC requested staff <br /> evaluate the proposed new Eno Mixed Use land use designation to determine the appropriate <br /> limits on residential development within this new land use category and bring a recommendation <br /> back to the November 2008 Quarterly Public Hearing. This proposed amendment addresses <br /> the small area plan. <br /> Implementation measures, including Comprehensive Plan amendments and Zoning Ordinance <br /> amendments will be forthcoming and follow another full Quarterly Public Hearing (QPH) <br /> process. The scheduling of the implementation recommendations of the various adopted small <br /> area plans is being evaluated. This is to ensure the Board of County Commissioners' and the <br /> Economic Development Commission's goals are being considered and incorporated. <br /> Staff evaluated the current land use patterns within the proposed Mixed Use area and <br /> recommends a maximum of 25% of the land area within the district be permitted for residential <br />
