~{ ~ ' ~r- ~~~ MzrroTES of THE DRANGE covNTY <br />BDARD OF COMMISSIONERS <br />Datober 2, 1972 <br />The Board of County Commissioners of Orange County met in regular sssaion <br />in the Conference Raom of the Social Servieea Building in Hillsborough, North <br />Carolina, on Monday, Detober 2, 1972, at 1D o~clock A. M. <br />Members Present: Chairman Haxwey D. Bennett, and Commissioners William C. <br />Rap, Ira A. Ward, Henry 5. Walker and C. Norman Walker. <br />Members &baent: None __ <br />_i <br />It was agreed that the Clerk dispense with the reading of the minutes. <br />Chairman Bennett recognized Campbell Eskridge of the North Carolina Forestry <br />Service. Mr. Eskridge stated that he was present to discuss the problems that <br />had bean caused by the Southern Pins Beetle. He stated that this beetle had <br />created havoc in the Town of Chapel Hill and that there were twenty (20) other <br />tracts in the southern end of the county which had been identified as being <br />infested with beetles. He stated that the only way to control the problem was <br />to remove the affected trees. He stated that the coat of removing trees in <br />individual yards was an expensive item, because of the fact that there was not <br />enough timber to offset the cost of cutting the trees. Mr. Eskridge requested <br />the Board to adopt an ordinance that would allow the forestry service to enter <br />upon premises for the purpose of removing any affected timber, because this <br />ordinance would provide the control that would be needed to fight the beetle <br />plague. The County Attorney stated that the Covnty was not authorized to adopt <br />ordinances without adhereiag to the statutes regulating the adoption of an <br />ordinance and it would take a minimum pf thirty days before the $oard could <br />adopt any type of ordinance, <br />Chairman Bennett advised Mr. Eskridge that, at present, they Pelt there <br />was no action they. could take that would significantly help this situation. <br />He further requested Mr. Eskridge keep the Board advised of the situation and <br />of any auggestiona as to what the Board could do to help eliminate the problem. <br />The County Manager was caked to talk with Emery Denny, Attorney for the Town <br />of Chapel Hi11, about the ordinance which the Town was proposing sad also to <br />discuss the type of financial involvment that the Town pleased to pursue relative ,~, <br />to the removal of damaged tress. <br />Chairman Sennett recognized Dr. R. J. Murphy. Dr. Murphy advised the Board <br />that as a result of a meeting with (#eorge Stockbridge and representatives of <br />the University of North Carolina and puke Univeraitiea a Comprehensive Family <br />Physician Project was now underway Por the Hillsborough area. He explained that <br />this project would work is conjunction with the County Health Department, the <br />Department of Social Services, the Mental Realth Agency and the Rescue Sauced. <br />Dr. Murphy stated that the committee which had been appointed by the Board were <br />formulating plans for a clinic and it was the feeling of this group that the <br />building should be constructed near the facilities of the agencies named and this <br />would mean that land owned by the County would have to be utilized. Hs stated <br />that the County would have to agree to the construction of the building and that <br />arrangsmenta for leasing the property would have to be made. Discussion ensued. <br />The Board indicated that they would be agreeable to the proposed project. <br />Bill porsett, President of the Orange County Farm Bureau, presented, to the <br />Board, copies entitled "$ack round Information On Toxin Farm Land Dn the Value <br />Of Tt~s Use". Discussion ensued concerning said eta. <br />Upon motion of Commissioner Beaxy S. Walker, seconded by Commissioner <br />Pierman Walker, it was mpved that the Board adopt the concept of taxing farm <br />property for its agricultural use. Discussion ensued. Chairman Bennett called <br />for a vote on the motion. Commissioners William C. Ray, Henry S. Walker sad <br />C. Norman Walker voted aye. Commissioner Ira A. Ward abstained. Commissioner <br />Ira A. Ward stated that he could not note to endorse the legislative principle, <br />but that hs would vote for a motion that would allow a study of the matter, <br />because he recognized the difficulty that would be encountered by the County <br />department that would have to administer the legislation if same was enacted. <br />Chairman Bennett recognized Clayton Haithcock, Planning Officer. Nom. <br />Haithcock submitted the following plate; <br />1. Property of Rosa Bennett Davis. Mr. Haithcock stated that this plat had <br />bean approved by the County Planning Board. <br />Upon motion of Commissioner William C. Ray, seconded by Commissioner Norman <br />Walker, said plat was approved for recording. • <br />
