State government <br />will be provided with a meahaaiam for getting its people-oriented programs <br />oloaer to those people whom they are supposed to benefit. <br />The authority far designation oP the Lead Regional organizations resides <br />with the North Carolina Department aP Administration. The guidelines ~ <br />stipulated herein will assist in determining whether a ma~lti~ounty regional ', <br />planning agenay has established sufficient area wide planning aspability to <br />assume the Lead Agenay.function Por the designated planning region. They will <br />also assist the regional agency in understanding the duties and responsibilities <br />of the Lead Regional Organization. <br />1. A11 requests Por designation shall be directed to the Department of <br />Administration. <br />2. There shall be only one Lead Regional Organization designated in <br />cash of the 1~ arulti-county planning regions. <br />a. Only legally constituted organizations, created by general purpose <br />local governments, will ba designated. <br />b. The designated regional organization must have its membership open <br />to all general purpose local governments within the region. <br />3. Tha applicant organization moat have the support oP general purpose <br />lots]. governments within its region, shown by the following: <br />a. Resolutions by the governing board of each local governmental <br />unit that is a member of the organization. <br />b. Resolutions by the governing board of each local governmental <br />unit not a member of the organization, or in the ease of those <br />governments not passing a resolution, a nopy oP oorrespondence <br />requesting such resolution and the reply, if any. <br />~.. The full membership of the applicant organization moat pass a <br />resolution setting forth its understanding of the responsibilities <br />of Lead Reggional Organizations, and its resolve to assume auoh <br />reaponsibilitiea. <br />s. The Lead Organization designation will be reviewed annually to determine <br />whether the leadership role is being carried out effectively in each .. <br />region. <br />6. Ekisting regional organizations meeting the membership guidelines, and <br />with adequate funding and staffing,, will be given priority consideration <br />in the designations. <br />After designation as the Lead Regional Organization, an organization shall <br />be expected to perform appropriate tasks inoident thereto. These include, but <br />are not limited to, the following r <br />1. Provide necessary leadership for effective regional planning and program <br />implementation. <br />2. Undertake the A-95 Clearinghouse Function for the region. <br />a. Those regional organizations which have already received alearing- <br />hou~e designations will receive priority for designation as the <br />Lead Organisation. IP another organization is designated as the <br />Lead Regional Organization, the organization designated ae the <br />Regional Clearinghouse must relinquish this function in favor of <br />the Lead Regional Organization. <br />b. Those organizations which have not received clearinghouse designation <br />must be prepared to serve this function if they are designated as <br />Lead Organizations. <br />3. Develop an overall program design, a regional development plan con- - <br />siatent with the Statewide Development Plan, and an annual work program <br />to carry out those plans. <br />!~. Develop a minimum budget and staff capability to Pv11Fi11 their <br />responsibilities. - <br />s. Undertake planning eativities for the entire region, regardless of <br />membership make»up. <br />
