-i '7 -'~: 4$2 <br />Chairman Bennett recognized Mrs. Mary' Scroggs, Chairman Chapel Bill School <br />Board. Mrs. Sarogga stated that with the opening of schools that an acute <br />disposal problem would occur if a landfill site was not in operation by September <br />lat. <br />Chairman Bennett recognized A. B. Coleman, Jr., Attorney, from Hillsborough, <br />North Carolina. Mr. Coleman stated that he had been retained by -the New Hope <br />Development Association and that he did not intend to speak in opposition to <br />the sanitary landfill method now used to dispose of solid waste. Re said he <br />felt the Board, because oP the urgency of the situation, was being pressured <br />by the Town of Chapel Rill. He stated that there existed too many unanswered <br />questions and that he felt the Board should delay action on the matter. <br />Chairman Bennett stated that he Pelt the Board was in no position to decide <br />on the question. He asked Mr. Peck to request the University to grant the Town <br />of Chapel Hill an extension on the use of their landfill area. Chairman Bennett <br />stated that this action would not provide a solution to the problem, but that it <br />would grant sufficient time to implement the suggestions received Prom the County <br />Planning Board. Mr. Peck stated that the Town of Chapel Rill was attempting to <br />salve a regional problem by the opening of the E1~.banks~s Road landfill site. He <br />stated that if the County wanted a time extension then they should approach the <br />University with the request for an extension. IP the Board did not take this <br />course of action then he said the Town of Chapel Hill would operate a landfill <br />area on its own limited basis. <br />Commissioner Ira A. Ward stated that he felt that if a portion of the land- <br />fill area was used for the storage of junk aara it would detrsat from the land- <br />fill proposal. He asked the County Attorney if the matter could be currently <br />turned down and reconsidered at a later date. The County Attorney replied "no" <br />as the County Zoning Crdinanae prohibited bringing up again a request for re- <br />zoning of a particular site if the site had been rejected for re-zoning within <br />the past year. <br />Chairman Bennett announced that the Board would reaeas for fifteen minutes. <br />Chairman Bennett called the meeting to order and stated that the Board <br />would vote on Commissioner William C. Ray's motion. He re-stated the motion and <br />then called for the vote. Commissioners William C. Ray and Ira A. Ward voted <br />aye. Commissioners Henry S. Walker and Norman Walker voted aay. Chairman _ _ <br />Bennett broke the: tie by voting aye and he then declared the motion passed. <br />There being no further business to come before the Board the meeting wee <br />adjourned. <br />Harvey D.
